About this file

This document is an Ordering Procedures section for an Indefinite Delivery Indefinite Quantity (IDIQ) Basic Contract. It establishes the administrative framework for issuing Task Orders under the Basic Contract, with oversight responsibilities assigned to the Humphreys Engineer Center Support Activity and the U.S. Army Corps of Engineers.

Only warranted Contracting Officers with appropriate delegation of authority may place Task Orders under this contract. The Humphreys Engineer Center Support Activity administers and modifies the basic IDIQ, while warranted Contracting Officers assigned to the U.S. Army Corps of Engineers issue orders under the IDIQ. The Government has no obligation to issue Task Orders beyond the stated minimum order. Task Orders are subject to all terms and conditions of the Basic Contract, which controls in case of conflict. The designated Task Order ombudsman is the Competition Advocate, who addresses contractor concerns regarding Task Order award procedures and reviews related complaints, while maintaining strict confidentiality when requested. However, the ombudsman cannot prevent order issuance or disturb existing orders. Task Orders must include specified information including date of order, contract and order number, type of order, appropriation and accounting data, description of services to be performed, inspection/acceptance responsibility, period of performance/delivery date, and total population, rate, and extended price.

ORDERING PROCEDURES

This section provides guidance regarding contract administration for the Basic Contract, and where applicable, for each Task Order placed under the Basic Contract. Additional contract administration requirements may be specified in each Task Order.

Pursuant to RFO FAR 16.507-6(b), only authorized users may place Task Orders under the Basic Contract. In order to qualify as an authorized user, a duly warranted Contracting Officer (as that term is defined in FAR 2.1) in good standing must have an appropriate signed delegation of authority. For purposes of this Basic Contract, warranted Contracting Officers of Humphreys Engineer Center Support Activity may administer and modify the basic IDIQ. For task orders, warranted Contracting Officers assigned to the U.S. Army Corps of Engineers may issue orders under this IDIQ.

Services to be furnished under this contract shall be furnished solely at such times as ordered by the issuance of Task Orders by the Contracting Officer. All Task Orders are subject to the terms and conditions of the Basic Contract. The Basic Contract will control in the event of conflict with any order.

One or more Task Orders may be issued during the performance period of this contract. The Contractor agrees to accept and perform Task Orders issued by the Task Order Contracting Officer within the scope of this agreement. It is understood and agreed that the Government has no obligation to issue any Task Orders except the minimum order.

Orders will be awarded using the following procedures:

Task Order(s) will be issued in accordance with the awarded IDIQ.

The IDIQ Contracting Officer may make deviations to this process due to unique circumstances as determined appropriate on individual requirements. The Contracting Officer shall utilize RFO FAR 16.507-6(b) as a guideline if a deviation to the order placement procedures is intended.

For this contract, the designated Task Order ombudsman is the Competition Advocate.

The Task Order ombudsman is responsible for: (1) Addressing contractor concerns regarding compliance with Task Order award procedures; (2) Reviewing contractor complaints regarding Task Order contracts; and (3) When requested, maintaining strict confidentiality of the contractor requesting assistance. However, it is not within the designated task order contract ombudsman’s authority to prevent the issuance of an order or disturb an existing order.

This does not guarantee the Contractor issuance of any task order above the minimum guarantees stated in the Basic Contract.

Date of order.

Contract and order number.
