The Office of the Comptroller of the Currency seeks to procure an integrated Employee Assistance Program and Work-Life Services to be provided across its over 100 domestic locations and for approximately 3,800 employees. The selected contractor shall administer confidential counseling programs, assessments, referrals and short-term problem resolution services through a nationwide call center, secure web portal, mobile application and network of licensed counselors. Proposals will be evaluated based on technical approach and price, with award made using best value trade-off procedures. Questions are due by October 16th and proposals are due October 31st for a base period of January 1, 2024 through December 31, 2024 with four optional one-year extensions.

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with a format tailored in meeting FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested as a written solicitation WILL NOT be issued. The solicitation reference number is 2031JW24Q00002. The Department of Treasury, Office of the Comptroller of the Currency (OCC), Office of Acquisition Management (AQM), on behalf of the Human Capital Compensation and Benefits Office, is issuing a combined synopsis/solicitation to procure Employee Assistance Program (EAP) and Work-Life Services (WLS) support. See the solicitation (i.e., request for quote (RFQ)) for details. THIS REQUIREMENT IS BEING SOLICITED UNRESTRICTED. The period of performance of the resulting contract shall be January 1, 2024 through December 31, 2028, should all four 12-month option periods be exercised. The solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2023-05; effective September 22, 2023. All Quoters that provide a quote package:1) agrees to the terms and conditions identified within the solicitation (RFQ’s provisions and clauses); 2) must be capable of providing the technical services require, including performance locations and times (across the contiguous United States) and comply with the established security requirements identified; and 3) must be able to provide the EAP and WLS support for the performance period specified. Quoters that cannot agree to or provide the necessary requirements sought should not provide a quote.
