About this opportunity

The Naval Medical Research Command (NMRC), part of the Department of the Navy Naval Supply Systems Command, has issued a Special Notice regarding EMI and windblast testing services. The agency intends to award a sole source contract to Dayton T. Brown, Inc. in Bohemia, NY for testing wearable physiological monitoring systems that will be incorporated into tactical aircraft. This notice, posted on June 24, 2025, with a response deadline of July 11, 2025, falls under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences. While the government plans a sole source award, they will consider all responses from interested parties. The procurement will follow FAR Part 12 Commercial Items guidelines for a 12-month firm fixed price contract.

The primary objective is to conduct Safe-to-Fly testing on Drager AviAir devices and peripheral equipment to validate their operation in cockpit environments before progressing to manned flight testing. The testing requirements include electromagnetic interference (EMI) testing per MIL-STD-461G standards and windblast testing up to 700 KEAS to verify device integrity during emergency events such as seat ejection. Contractors must be registered with the Systems for Award Management (SAM) and possess a Unique Entity Identification Number (UEI) to be eligible for award consideration. Dayton T. Brown was selected as the sole source based on market research indicating they are the only Continental United States facility capable of performing both EMI and windblast testing services. The testing will support the Naval Medical Research Unit - Dayton's initiative to develop real-time and post-flight physiological monitoring capabilities for aviators in tactical aircraft operations.

Notice text

The United States Department of the Naval Medical Research Command (NMRC) intends to award a sole source contract to, Dayton T. Brown, Inc. in Bohemia, NY. This requirement is for authorized approved vendors to perform services for brand name equipment. This notice is not a request for competitive proposals however If interested Government shall consider all responses.

The Naval Medical Reseach Unit - Dayton (NAMRU-D) has a requirement to incorporate wearable physiological monitoring systems into tactical aircraft for real-time and post-flight analysis of aviator physiological status. These systems must complete Safe-to-Fly testing prior to use in the cockpit environment to validate system operation and verify against increased risk to aviator safety or interference with adjacent systems. Electromagnetic interference (EMI) testing and winblast testing are components of Safe-to-Fly testing which must be satisfactorily executed to allow for device development progression to manned, in-flight testing. Windblast testing up to 700 KEAS is desirable to verify device integrity during emergency events such as seat ejection. EMI testing according to MIL-STD-461G is needed to ensure device integrity under electromagnetic emissions, to examine radiated emission susceptibility, and to ensure the device does not emit radiation that would interfere with equipment in the cockpit environment.. The government intends on awarding a 12 month firm fixed price contract for this requirement.

The NAICS code for this action is 541715. This requirement will be procured under the guidelines of FAR Part 12 Commercial Items. NMRC requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM). No award can be made unless the vendor is registered in Systems for Award Management. For additional information and to register in SAM, please access the following website: https://www.sam.gov/. In order to register with the SAM and to be eligible to receive an award from this Acquisition Office, all offers must have a Unique Entity Identification Number (UEI). A Sam.gov number may be acquired free of charge by contacting Sam.gov online at www.sam.gov or by phone at (866) 606-8220.
