About this opportunity
The Department of the Navy's Naval Sea Systems Command is conducting market research through a sources-sought RFI (N00164-27-S-NC12) for environmental qualification testing of the CAC2S Afloat Data Processing Assembly and Workstation Mount, with responses due November 18, 2026 at 11:00 AM EST. No set-aside is used, though the announcement encourages responses from small businesses, socially and economically disadvantaged businesses, 8(a) firms, historically black colleges and universities, and minority institutions. Responses must explain why the Government should not pursue a sole-source procurement. Vendors must be registered in SAM and the Joint Certification Program (JCP) to access the Statement of Work (Attachment 1).
Testing covers shipboard shock per MIL-DTL-901E (Grade A, Class II, Type A), shipboard vibration per MIL-STD-167-1A, transportation vibration and shock per MIL-STD-810H, EMI per MIL-STD-461G, temperature and humidity per MIL-STD-810H (+33C to -40C), and ship power interface per MIL-STD-1399. The Data Processing Assembly also requires CS101, CS114, CS115, and CS116 conducted and RS101 and RS103 radiated EMI testing. Testing is required to begin June 2027 or earlier. The contractor must submit draft Environmental and EMI Test Plans within 30 days of award and final plans 15 days before testing, and must hold a Test Readiness Review 10 days before testing. Failures must be reported within 24 hours, and testing does not resume without written Government authorization. Failure Analysis and Corrective Action Reports are due within 5 business days of any failure. Contract closeout occurs 15 days after final test report approval.
The Government will furnish the Data Processing Assembly (approximately 800 lbs) and the Workstation Mount with laptop (approximately 50 lbs). No funding is currently available for contractual efforts, and response costs will not be reimbursed. Responses should include a white paper of no more than 5 pages, company and product literature, performance parameters, a statement of current availability, a summary of prior testing, test reports, and a budgetary estimate. Submit responses to Ms. Morgan Helton at morgan.m.helton.civ@us.navy.mil.
