Pre-Solicitation Synopsis for Multiple Award Task Order Contract (MATOC)

This pre-solicitation notice is posted to publicize the Government’s intent to issue a MATOC to large and small business concerns who exhibit the required technical capabilities, management capabilities, past performance, and reasonable and realistic pricing. The intent is to award an IDIQ for $49M with a twelve month base period and one twelve month option period. This contract is intended to support sites located throughout the United States, including Alaska and Hawaii, the U.S. territories, U.S. territorial waters and outlying areas as defined by FAR 2.101.

The PDT plans to issue a solicitation for an unrestricted/full and open Multiple Award Task Order Contract (MATOC), Indefinite Delivery Indefinite Quantity (IDIQ) contract. The MATOC will be a hybrid consisting of both Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) task orders (TO), due to the complexity of the work with a proposed aggregate capacity of $49M, which will be shared amongst all awardees. If two or more small businesses receive an award, there will be a restricted pool for only small business and a full and open pool in which all MATOC holders will be allowed to participate. Task orders awarded under this IDIQ contract may include options. In accordance with FAR 52.215-1(f)(1), the Government intends to award contracts resulting from the solicitation to all qualifying offerors as stated in Class Deviation 2018-O0006. Price will not be used as part of the award determination. The Contracting Officer shall consider price or cost as one of the evaluation factors in the selection decision for each Task Order under the multiple-award contract, in accordance with FAR 16.505(b)(1)(ii).

Description of work: The objective of this Multiple Award Task Order Contract (MATOC) is to procure the services of Contractor to perform Military Munitions Response Program (MMRP) responses involving conventional munitions and chemical warfare materiel (CWM);

Environmental Compliance and Remediation Services (ECRS); and Other Munitions-Related Services (OMRS), as necessary to enable lands and waters to be safely and efficiently used for their intended purpose.

This work may occur at sites located throughout the United States, including Alaska and Hawaii, the U.S. territories, U.S. territorial waters and outlying areas as defined by FAR 2.101. The services provided under this contract will be used in support of various Department of Defense commands and installations and other federal agencies.

The Contractor services will include safely locating, identifying, recovering, evaluating, assessing, packaging, transporting, managing, and making final disposition, as required, of Munitions and Explosives of Concern (MEC), CWM and Hazardous, Toxic and Radioactive Waste (HTRW) at or adjoining various active defense sites and formerly used defense sites, as well as other federally controlled/owned sites. Work performed under this contract may include project planning, assessments, inspections, surveys, investigations, studies, engineering evaluations, cost analyses, remedial or removal actions, spill response, sampling and analysis, engineering containment and filtration, recovery, storage, transportation, and disposal including but not limited to Investigation Derived Waste (IDW), MEC, Munitions Constituents (MC), and HTRW; monitoring, data management, training, permitting, public involvement, and logistical, medical, and security support. In addition, for OMRS the work may also include anomaly avoidance, incidental construction support, and range clearance. Work efforts may include the use of robotic or innovative technology where feasible and practical. Also, CEHNC anticipates minimal construction (less than $2M). Site specific services and task will be identified at the task order level.

This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the System for Award Management (SAM) at https://sam.gov/SAM/ prior to submission of proposals. The solicitation will be posted to https://beta.sam.gov in the near future and is available to contractors without charge. Contractors can search for the solicitation by solicitation number, W912DY-19-R-0037. It is the offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.

The tentative evaluation factors for this MATOC are listed below:

The Government intends to make awards(s) without discussions; however, the Government reserves the right to hold discussions if necessary in accordance with FAR 15.306. The Government will not award a contract to an offeror whose proposal contains a deficiency, as defined in FAR 15.001.

A qualifying offeror is an offeror that is determined to be a responsible source, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing. Qualifying offerors must receive a rating of at least “Acceptable” for Factor’s 1 and 3 and must be determined to be a responsible source, with a rating of no less than “Satisfactory Confidence” or “Neutral Confidence” for Factor 2, Past Performance.

It is the intention of CEHNC to award to all small and large business found technically acceptable under one MATOC. The expected average size of each task orders is $4.2M.
