About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is conducting market research to identify potential contractors for Emergency Support Function-13 (ESF#13) deployment equipment. The agency seeks a contractor to manage the supply chain for procuring, kitting, and delivering approximately 500 Basic Federal Law Enforcement Officer Quick Response Team (FLEO QRT) Kits over five years. The contract requires the successful vendor to provide standardized emergency response equipment including personal protective gear, tactical supplies, and specialized systems like helmet and personal flotation device configurations. Interested businesses must respond to the Request for Information (RFI) by January 17, 2025, with all questions submitted in writing by January 10, 2024. The RFI emphasizes that responses are voluntary and do not guarantee a contract award, serving primarily as a market research mechanism to determine potential vendor capabilities.

The procurement is currently not set aside for any specific business category, though the ATF is specifically inquiring about small business eligibility under NAICS code 339113 for personal safety devices manufacturing. The contract will involve delivering approximately 25 Basic Kits monthly, with potential emergency surge orders of up to 75 kits when required. Two distinct delivery windows are specified: standard delivery within 30 days and emergency delivery within 24 hours, excluding Sundays. The anticipated contract structure includes a base period and four one-year option periods, with an expected award by March 2025. Vendors must be capable of providing brand-specific or equivalent safety and rescue equipment as detailed in the comprehensive Appendix A, which includes over 320 line items ranging from tactical gear to communications devices and survival equipment.
