About this opportunity

The Department of Veterans Affairs (VA) has issued a Special Notice for emergency repair work at the Battle Creek VA Medical Center's Laundry Facility. The notice concerns urgent repairs to two laundry tunnel washers, with the VA intending to negotiate a sole source contract with R.W. Martin and Sons, Inc. The contract falls under NAICS code 811310 for commercial and industrial machinery repair and maintenance, with a small business size standard of $12.5 million. The procurement is being conducted under FAR 13.106-1 (b)(1)(i) due to the urgent nature of the required repairs. The primary goal is to restore operation to one downed tunnel and prevent the failure of a second tunnel in the medical center's laundry facility.

The Special Notice outlines a specific process for potential alternative contractors to challenge the sole source determination. Interested parties must submit a response by 4:00 pm EDT on April 16, 2025, directly to Courtney Seevers and Kristina Peart via email. Any response must provide clear and convincing evidence that competition would be advantageous to the government. The contract performance period is set from April 16, 2025, through June 16, 2025. Importantly, this is not a competitive proposal request, and no solicitation package is available. The VA retains sole discretion in determining whether to proceed with competition. Potential contractors should note that telephone inquiries will not be accepted, and all communication must be via the specified email addresses.
