About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 awarded a sole-source contract to 28 Trans, LLC for Non-Emergent Medical Transportation (NEMT) services at Phoenix Veterans Affairs Healthcare System on September 18, 2026, for $596,046.50.

The justification cites "Unusual and Compelling Urgency" under RFO 12.102(b), grounded in the statutory requirement under 38 USC 111A to provide NEMT services. An interruption in these critical healthcare services would cause immediate and serious negative health impacts to Veterans, including exacerbation of chronic conditions and potential hospitalizations. This is a six-week emergency bridge contract covering September 20, 2026, through October 31, 2026, intended to ensure regulatory compliance and continuity of mission-critical services pending the award and performance start of a competitively solicited long-term base plus four-option-year contract anticipated to begin November 1, 2026. Services include pre-arranged, scheduled, unscheduled, and will-call door-to-door transportation from beneficiaries' residences and other designated areas to scheduled medical appointments, discharges from PVAHCS inpatient wards and the Emergency Department, and transports to contracted nursing homes. The contract was awarded as Firm-Fixed-Price under the simplified procedure authority of 41 U.S.C. 1901. The contracting office is NCO 22 in Tucson, Arizona; 28 Trans, LLC is located at 204 Daventry Drive, DeBary, FL 32713 (UEI: QFBWKAW12YT7).

Notice text

This is not a solicitation, and quotes are not being requested. This notice is to provide the sole source justification as required under RFO 6.104-1.

This procurement is for Non-Emergent Medical Transportation (NEMT) services and was conducted in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12 Acquisition of Commercial Products and Commercial Services. In accordance with RFO 12.102, Restricting Competition for the acquisition of Commercial Products and Commercial Services requires a justification using the format as described in RFO 6.104-1. A sole source, short term, six (6) week emergency contract is essential to provide vital healthcare services for Veterans at PVAHCS. This requirement ensures continued access to critical healthcare services while the long-term contract is competitively solicited. This requirement was awarded as a Firm-Fixed-Price (FFP) contract.

Non-Emergent Medical Transportation services are required by statute under 38 USC 111A. Services include pre-arranged, scheduled, unscheduled, and will call door-to-door service from beneficiary’s apartments and homes, and other areas designated by the Patient Travel Office (PTO) to get to and from scheduled medical appointments. It also includes discharges from PVAHCS inpatient wards, the Emergency Department, as well as transports to and from contracted nursing homes. This short-term bridge contract is needed to ensure regulatory compliance and continuity of mission critical services for 6 weeks, pending the award and performance start date of the competively solicited long-term contract.
