About this opportunity
The Department of the Air Force Air Education and Training Command seeks live, synchronous foreign language instruction through eMentor instructors for the Air Force Culture and Language Center, with proposals due June 24, 2026 at 12:00 PM CDT. This is a total small business set-aside under NAICS 611630 with strict technical and readiness requirements that disqualify any proposal rated unacceptable on core delivery capabilities.
Place of performance is Maxwell Air Force Base, Alabama. The contractor must staff instructors for all 20 Priority One languages (including Arabic, Chinese, German, Hebrew, Japanese, Korean, Russian, Spanish, and others) on Day One and add Priority Two and rare languages within 60–90 days. Instructors must hold ILR Advanced Professional Proficiency or ACTFL Superior rating, possess a bachelor's degree in language instruction or related social sciences, and demonstrate five years of embedded cultural experience or advanced degrees in qualifying fields. The contractor must provide a Unified Communications and Collaboration platform meeting detailed technical specifications, including 99.9 percent monthly uptime, six concurrent video participants, and multi-device compatibility (Windows, macOS, iOS, Android). The contract requires integration with the government-owned LEaDeR system as the system of record.
The base period runs August 1, 2026 through July 31, 2027, requiring 18,812 instructional hours supporting at least 978 scholars across 652 courses, with optional surge capacity of up to 5,320 hours. Two one-year option periods and a 480-hour transition period are available. Pricing is fully burdened hourly labor rates covering all instruction, preparation, assessment, administrative support, and UCC platform licensing.
Evaluation employs a Performance Price Tradeoff methodology weighing past performance more heavily than price. Technical evaluation is pass/fail across three subfactors: Day One Readiness (comma-separated values roster demonstrating qualified instructors for all Priority One languages), Management Plan (Program Lead resume showing three years managing foreign language distance learning programs across ten or more languages plus instructor training processes), and Instructional Delivery (UCC Platform Checklist demonstrating compliance and a recorded 45–50 minute Russian language sample lesson). Past performance assessment covers contracts within three years with at least twelve months documented performance, rated as Very Relevant, Relevant, Somewhat Relevant, or Not Relevant based on contract value, platform capabilities, language coverage, and student throughput. The government intends to award without negotiations.
Questions were due May 26, 2026. Amendment 0004, issued June 22, added surge support CLINs and removed the word "optional" from surge language, establishing surge as a firm requirement with rates locked to base CLIN pricing.
