About this opportunity

The U.S. Geological Survey Office of Acquisitions and Grants seeks laboratory and sampling services for DNA and RNA extraction and molecular analysis of cyanobacterial mat samples, with proposals due July 17, 2026. The procurement is a total small business set-aside issued as a Request for Quotation under FAR Part 12 for commercial products and services.

Place of performance is the USGS California Water Science Center. The contractor must provide laboratory services for up to 50 USGS-provided samples, including DNA extraction, RNA extraction, droplet digital PCR (ddPCR) analysis, and reverse transcription ddPCR (RT-ddPCR) analysis for the anatoxin synthetase gene anaC. The contractor must maintain chain-of-custody documentation, apply quality-control practices including positive and negative controls, store samples appropriately, and deliver results in electronic format (XLS, CSV, TXT, or Government-approved format) with USGS and contractor sample identification numbers, analysis dates, extraction and analytical methods, anaC results with reporting units, replicate results, quality-control data, method limitations, deviations, and corrective actions.

Performance runs from July 1, 2026 through September 30, 2027. The firm-fixed-price purchase order comprises two contract line items: CLIN 00010 for Cyanobacteria ddPCR and RT-ddPCR samples and CLIN 00020 for Harmful Algal ddPCR and RT-ddPCR samples, awarded on an all-or-none basis. The NAICS code is 541380, Testing Laboratories and Services, with a size standard of $19.0 million. Evaluation weighs technical capability as more important than price, with relevant experience, quality control and data reporting, and schedule and capacity factors of equal importance and collectively more important than price. Award goes to the responsible small business offeror offering best value. Quotes are valid for a minimum of 30 calendar days after RFQ closing and must be submitted by email to Joel Berberena at joel_berberena@ios.doi.gov. Payment is submitted electronically through the Department of Treasury's Invoice Processing Platform.
