B. Background CAWSC is conducting research on toxigenic benthic cyanobacteria in north coast rivers. USGS will collect benthic cyanobacterial mat samples and provide frozen or lyophilized sample material to the Contractor for extraction and analysis.

C. Definitions and Applicable Documents None identified.

D. Scope The Contractor shall provide laboratory services for up to 50 USGS-provided samples. The work includes DNA extraction, RNA extraction, ddPCR analysis, RT-ddPCR analysis, data reporting, and archiving of extracts as described in this Performance-Based Work Statement.

II. WORK REQUIREMENTS

A. Technical Requirements The Contractor shall:

• Receive and document USGS-provided cyanobacterial mat samples using chain-of-custody procedures from receipt through data delivery.

• Inspect samples upon receipt and notify the Government of any damaged, missing, mislabeled, compromised, or otherwise nonconforming samples.

• Extract DNA and/or RNA from submitted cyanobacterial mat biomass samples, as directed by the Government.

• Perform ddPCR analysis for the anatoxin synthetase gene anaC.

• Perform RT-ddPCR analysis for the anatoxin synthetase gene anaC.

• Use laboratory methods appropriate for cyanobacterial mat biomass and cyanotoxin gene analysis.

(1) Technical Capability. The Government will evaluate the Offeror’s demonstrated ability to perform the laboratory services required by the Performance-Based Work Statement, including DNA extraction, RNA extraction, ddPCR analysis for the anatoxin synthetase gene anaC, RT-ddPCR analysis for the anatoxin synthetase gene anaC, quality control, chain-of-custody/sample handling, reporting, and archiving of remaining extracts.

(2) Relevant Experience. The Government will evaluate the Offeror’s recent and relevant experience performing molecular laboratory services involving cyanobacteria, harmful algal bloom samples, environmental DNA/RNA extraction, ddPCR, RT-ddPCR, qPCR, sequencing, or similar molecular analytical services.

(3) Quality Control and Data Reporting. The Government will evaluate the Offeror’s proposed controls, documentation, data-delivery format, corrective-action process, limitations/deviation reporting, and ability to provide usable electronic results in XLS, CSV, TXT, or another Government-approved format.

(4) Schedule / Capacity. The Government will evaluate the Offeror’s ability to receive USGS-provided samples, maintain sample integrity, perform analyses for up to 50 samples, and deliver results within the required period of performance.

(5) Price. The Government will evaluate the total evaluated price for reasonableness, completeness, and overall value to the Government.

Technical Capability is more important than Price. Relevant Experience, Quality Control/Data Reporting, and Schedule/Capacity are of equal importance and, when combined with Technical Capability, are significantly more important than Price.

(b) Options. Not applicable unless options are added by the Contracting Officer.

(c) A written notice of award or acceptance of an offer furnished to the successful Offeror within the time specified in the quotation shall result in a binding contract without further action by either party.
