About this opportunity
The United States Department of Agriculture's Agricultural Research Service is procuring ELISA Kits designed to detect prior influenza infection in swine through Nucleoprotein (NP) antibody testing. This combined synopsis/solicitation (RFQ 1232SA25Q0335) seeks Brand Name or Equal products that must meet specific technical requirements including swine-specific detection capabilities, USDA approval, 96-well plate format compatibility, 10-25mL sample input range, and compatibility with Biotek ELx800 equipment. The procurement will utilize a Lowest Price Technically Acceptable (LPTA) evaluation method, prioritizing technical capability over pricing, with specific emphasis on clade 2.3.4.4 sensitivity and species range compatibility. Vendors must submit quotes on company letterhead to melissa.santos@usda.gov, including item description, unit pricing, and total price, with quotes remaining valid for at least 60 days. The solicitation deadline is September 16, 2025, and vendors must maintain active registration in the System for Award Management (SAM) throughout the procurement process.
This opportunity does not utilize any set-aside designations and is open to all qualified vendors in the commercial marketplace. The solicitation does not identify any incumbent contractors or provide specific budget ranges or award values for the procurement. The government requires a total of 80 ELISA kits delivered according to a structured schedule: 10 kits per 30-day period for months 1-4, followed by 5 kits per 30-day period for months 5-12. The resulting firm-fixed price purchase order will require delivery to the USDA/ARS facility located at 1920 Dayton Avenue, Building 24, Ames, Iowa 50010. All shipping and customs charges must be included in vendor quotes, and the kits will support research objectives to test animals before purchase and throughout studies to measure immunity against currently circulating influenza strains.
