About this opportunity

USDA Food Safety and Inspection Service seeks information through a pre-solicitation Request for Information on commercially available kits for detecting and identifying Shiga toxin-producing E. coli (STEC) in raw beef and other food products, with responses due 12:00 p.m. Eastern Time on December 8, 2026. No set-aside is used. The RFI is for market research only and does not commit the Government to contract, solicit bids, or accept unsolicited proposals. Respondents bear all response costs.

FSIS wants to know whether a test provides stx subtype information. The SOO requires products to detect stx/eae-carrying strains regardless of serogroup, identify specific stx gene subtypes, and work with meat-based microbiology methods and samples. Per the SOO, the FSIS Laboratory System analyzes over 109,000 meat, poultry, and pasteurized egg samples annually, including more than 20,000 raw beef samples tested for the "top seven" STEC serogroups (O26, O45, O103, O111, O121, O145, O157).

Respondents must price per kit, itemize ancillary supplies and shipping surcharges separately, and address purchase, lease, and maintenance options. They must also demonstrate compliance with FISMA 2014, NIST SP 800-53 Revision 5, Privacy Act regulations, and HSPD-12 requirements. Responses must reference Sections 4 and 5 of the attached SOO, and generic capability statements are insufficient.

Submit capability statements and literature by email to eric.schnitzler@usda.gov. Required content includes NAICS 334516 business size classification with any certifications, SAM UEI, CAGE Code, Tax Identification Number, GSA Schedule contract numbers and applicable SINs, and any Government-approved accounting systems.

Notice text

USDA Food Safety and Inspection Service is part of a science-based national system to ensure food safety and food defense. FSIS ensures food safety through the authorities of the Federal Meat Inspection Act, the Poultry Products Inspection Act, and the Egg Products Inspection Act, as well as humane animal handling through the Humane Methods of Slaughter Act. As such this RFI seeks to gather information on the commercial availability of kits for STEC detection and identification in raw beef or other food products. FSIS seeks to understand the level of granularity in STEC tests, specifically if the test provides stx subtype information.
