About this file
This Statement of Need details the procurement of Enzyme Linked Immunosorbent Assay (ELISA) Kits for detecting prior influenza infection in swine through Nucleoprotein (NP) antibody testing. The USDA requires 80 kits with specific technical requirements, including swine-specific detection, USDA approval, 96-well plate format, 10-25μL sample input range, and compatibility with Biotek ELx800 equipment. Delivery is structured as 10 kits per 30 days for months 1-4, followed by 5 kits per 30 days for months 5-12, with delivery to the USDA facility in Ames, Iowa.
The solicitation emphasizes technical capability as the primary evaluation factor, specifically focusing on clade 2.3.4.4 sensitivity and species range compatibility, with delivery schedule taking precedence over pricing. The research objective is to test animals before purchase and throughout studies to measure immunity against currently circulating influenza strains, with the kits designed to detect swine-specific NP antibodies in blood serum. Potential vendors must include all shipping and customs charges in their quote and ensure their detection kits meet the comprehensive technical specifications outlined in the document.

Statement of Need Procurement of ELISA Kits for use in the detection of prior Influenza infection in swine via Nucleoprotein (NP) antibody
Specifications – The “Equal” item in accordance with the “Brand Name or Equal” of this solicitation must meet or exceed the following characteristics:
GENERAL INFORMATION
1.0 Scope of Work: Procurement of Enzyme Linked Immunosorbent Assay (ELISA) Kits for use in the detection of swine influenza virus exposure in swine hosts.
2.0 Background: Ongoing studies of influenza infection in swine has resulted in a consistent need for large quantities of ELISA Kits for the detection of influenza exposure in study animals. Circulating antibodies against influenza directly interfere with our research goals of studying the immune response of naive animals upon exposure to influenza. Our current research needs dictate the ability to test animals prior to purchase and throughout research studies to measure immunity against the currently circulating influenza strains using an ELISA. We require an ELISA that detects swine-specific Nucleoprotein (NP) antibodies to influenza in the blood (serum) of research animals.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
o Detection Kits must use ELISA to detect swine influenza NP antibodies o Detection Kits must be swine specific o Detection Kits must be USDA approved o Detection Kits must use 96-well plate format, with the ability to run 8-well strips o Detection Kits must be capable of using sample input range from 10-25μL o Detection Kits must be compatible with use in existing equipment, specifically Biotek
ELx800 o Total Quantity: 80 kits delivered as detailed below.
