About this opportunity
The Department of the Air Force Global Strike Command is seeking a contractor to provide comprehensive maintenance, repair, and inspection services for vertical transportation equipment (VTE) at Malmstrom Air Force Base, including both the main base and remote Missile Alert Facilities. The VTE scope encompasses freight and passenger elevators, escalators, wheelchair/stair lifts, dock levelers, and dumbwaiters, with all work to be performed under a monthly fixed-price contract that allows the government to budget total yearly costs without individual parts invoicing. Key contract requirements include compliance with ASME A17.1-2007 standards, ANSI/ASME A17.2-2010 and A17.3-2011, NFPA Standards, UFC 3-600-01, OSHA Standards, and original equipment manufacturer recommendations, along with obtaining state licensure and maintaining personnel certifications. The contractor must respond to routine service calls within 72 hours and emergency calls within 24 hours, and performance will be evaluated against five key objectives: delivery of a Maintenance Control Program within 30 calendar days of award, achievement of 95% elevator operational availability, 95% timely compliance on repair service calls, a maximum of two callbacks per month for the same issue, and 95% compliance with report submission within two business days. The pre-solicitation notice was posted on April 20, 2026, with a due date of April 24, 2026 for initial responses or inquiries.
This procurement is set aside for Total Small Business concerns under NAICS code 238290 (Other Building Equipment Contractors), with a small business size standard of $19.0 million in annual revenue. The government previously issued a Sources Sought notice on the same date to identify potential contractors, particularly those holding 8(a) certified, Service-Disabled Veteran-Owned, HUBZone, or Women-Owned Small Business certifications. No incumbent contractor or specific award value has been disclosed in the pre-solicitation materials provided. Work is expected to be performed during normal duty hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays, and contractors must comply with base security requirements including Entry Authorization Lists for missile field access and completion of Level I Anti-Terrorism Awareness Training within 30 days of contract award. The government will proceed with a formal solicitation on SAM.gov if market research indicates adequate small business competition exists for this requirement.
