About this opportunity
The Government Publishing Office is seeking annual inspection services for approximately 25 elevators located at two facilities in Washington, DC through a firm-fixed-price, non-personnel services contract. The contractor must perform comprehensive safety inspections on passenger and freight elevators in accordance with ASME A17.1, ASME A17.2, IBC, and relevant national and state regulations, working in close cooperation with the agency's existing elevator maintenance company. Contractors must demonstrate at least five years of relevant experience and provide all necessary personnel, equipment, supplies, and documentation to complete the inspections. The evaluation will use a Lowest Price Technically Acceptable (LPTA) methodology, considering factors including past performance, key personnel qualifications, quality plan, and project schedule. Quotes are due by July 25, 2025 at 5:00 PM EST and must remain valid for 45 days following submission.
This procurement is set aside specifically for Women-Owned Small Businesses (WOSB), and no incumbent contractor information is provided in the solicitation documents. The contract includes a base year with two one-year option periods, though specific award values or budget ranges are not disclosed in the available documentation. The 25 elevators requiring inspection are distributed across GPO's facilities at 732 N. Capitol Street NW and 735 N. Capitol Street NE in Washington, DC, with six additional elevators currently out of service and not included in the inspection scope. Inspections must be conducted Monday through Friday between 7:00 AM and 3:30 PM, and contractors must be prepared to perform re-inspections if deficiencies are identified during the initial assessment. The elevators vary in capacity from 3,000 to 25,000 pounds and operate at speeds ranging from 75 to 500 feet per minute.
