About this opportunity

The U.S. Air Force through Air Force Materiel Command (AFMC) is procuring two elevation gearbox spares for the GLOBUS-X Band radar system, a critical bi-national collaborative radar and communications platform located at an overseas location. The gearboxes must be manufactured to specification in accordance with the government-provided technical data package and will require Non-Recurring Engineering (NRE) efforts. Prospective vendors must possess current SAM registration and should monitor SAM for the official solicitation posting anticipated on or around April 7, 2026. The acquisition is classified under NAICS 333612 (Speed Changer, Industrial High-Speed Drive, and Gear Manufacturing) and PSC 5840 (Radar Equipment, Except Airborne). All questions or concerns must be submitted in writing to the identified point of contact prior to the April 7, 2026 posting date.

This pre-solicitation notice indicates no set-asides will be used for this contract opportunity. The procurement addresses an urgent mission-critical need, as the current elevation gearboxes in operation were originally manufactured in 1993 and are now worn, with only one spare available on site. The gearboxes are system-specific components with unique operating requirements that render them incompatible with any other existing or planned programs, necessitating the acquisition of dedicated replacement spares. The solicitation is expected to be formally posted to the Government Point of Entry on or around April 7, 2026, with a pre-solicitation due date of April 7, 2026. Interested vendors should prepare to respond promptly upon official solicitation release and ensure compliance with all cyber security and SAM registration requirements.

Notice text

The GLOBUS Program is a bi-national collaborative effort, supporting critical radar and communications systems with unique operational requirements and is hosted at Outside Continental United States (OCONUS) location. The GLOBUS System of Systems consists of an S-Band (GLOBUS-S) phased array radar, an X-Band (GLOBUS-X) dish radar, an Integrated System Controller (ISC) computer system, and a Mission Communication Suite (MCS) which was fielded in 2023. The United States Air Force, through AFMC, is responsible for the procurement of capital equipment at the operational site, sustainment (to include spares), Urgent/Emergency Depot Level Maintenance, and oversight; the Host Nation Government is responsible for operating the system and any organizational level maintenance.

This acquisition represents a mission-critical investment to mitigate risk of a catastrophic failure of a GLOBUS-X Band elevation gearbox (s). This acquisition will be for the procurement of two (2) elevation gearbox spares. GLOBUS-X, today, relies on worn gearboxes - originally manufactured in 1993 - with limited spares. There is one (1) elevation gearbox at site. The unique operating conditions and system specific design of the Elevation gearboxes render both gear boxes incompatible with any other existing or planned programs. The uniqueness and non-existence of like items, highlighting the necessity for dedicated spares.

This effort is to find a supplier to produce new built-to-print gearboxes in accordance with the technical data package provided by the USG, which will require Non-Recurring Engineering (NRE). It is anticipated that this solicitation will be posted on or around 7 April 2026 to the Government Point of Entry. Vendors are encouraged to monitor SAM for further updates and/or official posting. Any questions or concerns must be submitted in writing to the point of contact identified in this posting.

** NOTE: Companies must have current SAM record.

** NOTE: Starting 10 November 2025, Cyber Security Maturity Model Certification (CMMC) contract requirements in DFARS Clause 252.204-7021 may be included in any DoD Contracts or Solicitations. Companies must have a current Cybersecurity Maturity Model Certification status that meets or exceeds the requiremetns in future solicitations or contracts.
