About this opportunity
Naval Sea Systems Command is preparing to procure intrusion detection and access control services and equipment for multiple Virginia Beach, Virginia facilities, with a sources-sought response deadline of May 21, 2026 at 3:00 PM Pacific Time. No set-aside applies. The requirement covers five buildings at Dam Neck Annex (Buildings 522, 523, 558, 559, and 127) and is structured as a base contract plus four option years for Software House/CCure 9000 brand security systems.
Deliverables include intrusion detection and access control equipment—panels, readers, sensors, power supplies, batteries, cables, transformers, door strikes, and related components—plus annual services comprising quality service plan maintenance with quarterly preventative maintenance, 4-hour emergency response, 24-hour non-emergency response, CCure 9000 software licensing, alarm monitoring and logging, and quarterly inspections. Contractors must maintain 10% spare parts inventory, employ US citizen monitoring personnel, and demonstrate FIPS 201 and FIPS 104-2/3 compliance. The Government will evaluate repair and replacement services based on cost-effectiveness analysis.
The Government requests company information, capabilities, business size classification, rough order of magnitude cost estimates, feasibility feedback, and commerciality information. Responses in Microsoft Office 2010 or PDF format should be submitted to Samantha C. Mangum at Samantha.c.mangum.civ@us.navy.mil. The Government reserves the right to set aside for small business or use full and open competition with possible multiple awards. No funding is currently available, and the Government will not pay for response costs.
