5.8 Preventative Maintenance: Contractor shall schedule and conduct preventative maintenance required to keep the systems in proper operating condition by finding potential problems and resolving them before they can impact the systems. Preventative maintenance visits, inspections, checkouts and associated repair/replacement activities shall be conducted quarterly.

5.8.1: A visit report; submitted within one week, describing activities conducted, condition of the system and system components, verify that all ESS components (access control system (ACS), CCure software, and IDS) have not reached end of life and are still compliant per Federal Information Processing Standard (FIPS) 201, and any recommended actions for system operators and managers. Checks will ensure access control panels (ACS) components operate as they should and back up battery power supplies are still serviceable.

Back up batteries that are not serviceable must be replaced.

5.8.2: During quarterly preventative maintenance check on the VBD IDS, contractor shall verify IDS components are still compliant with FIPS 104-2/3, test the VBD IDS and complete an alarm maintenance checklist to be left with VBD.

5.9 Technician Support Response: Technicians shall provide response to system problems at

NSWC PHD Bldgs. 522, 523, 558, 559, and 127 (Room 51, Rooftop Building, Room 38, and

41).

5.9.1: Contractor must provide contact center support for the VBD ESS. Support center must be able to provide trouble ticket submission, trouble ticket reference number for follow up, mark tickets as “urgent” for emergencies that require emergency response, and contact

VBD if no new progress is not reflected on the trouble call in 3 days.

5.9.2: Contractor shall respond to non-emergent trouble tickets within 48 hours (e.g. ACS reader for an interior office space is not functioning) and 24 hours for emergency trouble calls

(e.g. IDS system is not arming).

5.10 Equipment Repair and Replacement: Replace failed (failing) equipment and parts included in the intrusion detection system (IDS) and access control system (ACS) to include applicable command and control units.

5.10.1 These actions shall take place only when needed during scheduled preventative maintenance, non-scheduled technician support response activities, when equipment has reached end-of-life status, and to replace equipment that may prematurely reach obsolescence due to security and/or configuration changes or vulnerabilities.

5.10.2 Contractor shall handle items still under factory warranty in accordance with item manufacturers prescribed warranty guidelines.

5.10.3 Contractor shall provide analysis to determine the cost effectiveness of repair versus replacement, as well as a report with recommendations rendered within three working days for items that are no longer covered by warranty.

5.10.4 Contractor shall ensure the system is back to full operational status, within the allotted time, upon completion of repair or replacement of both warranted and non-warranted items.

5.10.5 Provide Government customer the assigned work order number(s) associated with any maintenance/repair requirement.

5.11 Spare Parts: Provide an initial spare parts kit on hand, which will be sufficient to reasonably assure that the system will be returned to full operation within twenty-four hours after the problem has been identified.

5.11.1 Ensure all system components have 10% spares parts. Parts must be compliant with the most current FIPS 201 and 104-2/3 approved products list.

5.12 Alarm Monitoring Service: Monitor all alarm systems located NSWC PHD Bldgs. 522 and 127 (Room 51 and Rooftop Building).

5.12.1 All Contractors performing monitoring service shall be US Citizens who have been subject to a trustworthiness determination. Non-US Citizens shall not provide alarm monitoring services.

5.12.2 Non-US Citizens shall not provide alarm monitoring services.

5.12.3 In the event the IDS sends an alarm signal, the monitoring representative shall identify location of alarm signal and run verification checks to identify if signal is a maintenance problem or intrusion.

5.12.4 Notify NAS Oceana Dispatch that IDS has been triggered within Bldgs. 522 and/or 127 (Room 51 and Rooftop Building). Notification must be completed within 15 minutes for those areas requiring a 30 minute armed response.

5.12.5 Notify service department of problem and the history of the alarm event if the alarm signal indicates a maintenance requirement.

5.12.6 Coordinate with Government customer and provide an after-hours phone number for issues and/or maintenance, which might occur after normal business hours (0700-1600

EST).

5.12.7 Immediately notify Government point of contact listed on the call back list for any break or disruption on one or multiple data encryption line services that does not reset within

5 minutes.
