About this opportunity

The U.S. Army Test, Measurement, and Diagnostic Equipment Activity (USATA) at Redstone Arsenal seeks to procure two Model 229 923 ELCOMAT HR high-resolution electronic autocollimators under a brand-name, firm-fixed-price contract, with quote submissions due August 21, 2026 at 1:00 PM EST. This procurement restricts award to a single source under Title 41 U.S.C. 1901 and FAR 12.102(b), foreclosing competition outside the named manufacturer, Vermont Photonics.

Place of performance is the Army Primary Standards Laboratory (APSL) at Building 5435 Fowler Road, Redstone Arsenal, Alabama, with delivery required within 30 days of order receipt. The autocollimators will be used for angle measurements and calibration of angular gage blocks, optical prisms, optical polygons, and optical wedges. Equipment must deliver dual-axis measurement capability, 0.005 arcsecond resolution, absolute accuracy of 0.01 arcsecond over any 10 arcsecond range and 0.03 arcsecond over the total measuring range, a measuring range of ±150 arcseconds, an acquisition range of ±600 arcseconds, a footprint no larger than 12 inches by 8 inches, RS 232/USB interface, INCOLINK software interface, AC-viewfinder prism, and DAkkS calibration with ISO 17025 accreditation.

Quotes must include unit and total pricing, delivery terms, company information (business size and socio-economic status), CAGE code, UEI, GSA schedule information if applicable, and technical representations demonstrating conformance to all specifications. Award will be based on best-value evaluation considering price and technical capability. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6625, Electrical and Electronic Properties Measuring and Testing Instruments. Contracting Officer Portia R. Sampson (portia.r.sampson.civ@army.mil, 256-955-9135) and Contract Specialist LaToya T. Whitsett (latoya.t.whitsett.civ@army.mil) accept submissions via email.

Notice text

The U.S. Army TMDE Activity (USATA) has a requirement to procure a brand name purchase of two (2) Electronic Autocollimator that will be used for angle measurements parameter for the calibration of angular gage blocks, optical prisms, optical polygons, and optical wedges. The increased accuracy will eventually allow the APSL to lower its measurement uncertainties for angular calibrations and provide a better Test to Uncertainty ratio for the secondary reference labs. The autocollimators must have an accuracy better than 0.05 arcseconds with a resolution of less than 0.01 arcseconds, and a measurement range greater than ±100 arcseconds. They must also have dual axis measurement capability, have a relatively small footprint: approximately no larger than 12in by 8in, and an ISO 17025 accredited calibration. This item shall be delivered to the Army Primary Standards Laboratory (APSL), Building 5435 Fowler Road, Redstone Arsenal, AL. The Electronic Autocollimator shall include the following specifications or equivalent (if not brand name):
