About this file
This is a Purchase Description document for the procurement of two Electronic Autocollimators by the U.S. Army TMDE Activity (USATA). The requirement is for high-precision angle measurement instruments to be delivered to the Army Primary Standards Laboratory (APSL) at Building 5435 Fowler Road, Redstone Arsenal, Alabama. These autocollimators will be used for calibration of angular gage blocks, optical prisms, optical polygons, and optical wedges, with the goal of lowering measurement uncertainties for angular calibrations and improving the Test to Uncertainty ratio for secondary reference laboratories.
The specified equipment is the Model 229 923 ELCOMAT HR High Resolution Electronic Autocollimator with dual-axis capability featuring a resolution of 0.005 arcseconds, absolute accuracy of 0.01 arcseconds over any 10 arcsecond range and 0.03 arcseconds over the total measuring range, and a measuring range of ±150 arcseconds with an acquisition range of ±600 arcseconds. The equipment must have a relatively small footprint (no larger than 12 inches by 8 inches) and include fully automatic software-controlled operations, RS 232/USB interface, INCOLINK software interface, AC-viewfinder prism, and DAkkS calibration. The procurement allows for equivalent items if not branded, provided they meet the minimum accuracy specification of better than 0.05 arcseconds with resolution less than 0.01 arcseconds and measurement range greater than 100 arcseconds. An ISO 17025 accredited calibration is required.

Purchase Description Procurement of Electronic Autocollimator
The U.S. Army TMDE Activity (USATA) has a requirement to purchase a brand name purchase of two (2) Electronic Autocollimator that will be used for angle measurements parameter for the calibration of angular gage blocks, optical prisms, optical polygons, and optical wedges. The increased accuracy will eventually allow the APSL to lower its measurement uncertainties for angular calibrations and provide a better Test to Uncertainty ratio for the secondary reference labs. The autocollimators must have an accuracy better than 0.05 arcseconds with a resolution of less than 0.01 arcseconds, and a measurement range greater than ±100 arcseconds. They must also have dual axis measurement capability, have a relatively small footprint: approximately no larger than 12in by 8in, and an ISO 17025 accredited calibration. This item shall be delivered to the Army Primary Standards Laboratory (APSL), Building 5435 Fowler Road, Redstone Arsenal, AL. The Electronic Autocollimator shall include the following specifications or equivalent (if not brand name):
Requirements:
Model 229 923 ELCOMAT HR Qty:2 High Resolution Electronic Autocollimator
- Dual axis
- Fully automatic, software-controlled operations
- Resolution: 0.005 arcsec
- Absolute accuracy:
±0.01 arcsec over any 10 arcsec range ±0.03 arcsec over total measuring range
- Measuring range: +/- 150 arcsec
- acquisition range: +/- 600 arcsec
- control-/display unit CModul HR
- Interface RS 232/USB
- software interface INCOLINK
- AC-viewfinder prism
- DAkkS Calibration
