About this opportunity
The Department of the Air Force Headquarters Air Force Academy seeks quotation for an Electron Paramagnetic Resonance (EPR) Spectrometer System Components procurement, with proposals due July 21, 2026 and questions due July 14, 2026 at 10:00 AM MDT. No set-aside applies.
Place of performance is the Air Force Academy, Colorado Springs, Colorado. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6630, Chemical Analysis Instruments.
The solicitation specifies brand name or equal (Bruker BioSpin ELEXSYS Series Components) and requires new equipment only; used, reconditioned, refurbished, gray market, or liquidated stock will not be accepted. The system must include a pulsed microwave amplifier (X-band, 9–10 GHz, minimum 600 Watts output power), digital pulsed X-band bridge and circulator with digital phase and amplitude control, high-speed dual-channel digitizer for real and quadrature signals, arbitrary waveform generator (minimum 3.2 Giga-Samples per second), system control and data analysis workstation with Windows 11 and minimum 24-inch WUXGA monitor, and structural frame. A critical integration requirement mandates native interface with the customer's existing government-owned Bridge12 XMP-4.0 resonator (S/N 001); contractors must demonstrate S-parameter characterization, impedance matching, and pulse calibration capability. Delivery within 180 days after receipt of order; FOB Destination; all shipping costs included. The vendor must perform on-site installation, conduct benchmark spin-echo measurements as system buy-off validation, and provide basic on-site familiarization training. All software and IT products must be on the DODIN Approved Products List or obtain a Government waiver. Offerors must submit a completed Trade Agreement Certificate certifying U.S.-made, qualifying country, or designated country end products.
Award will be firm-fixed-price to the responsible offeror providing best value. Evaluation weighs Technical Capability and Past Performance combined as significantly more important than Price; the Government may award to a higher-priced offeror if technically superior with lower performance risk. Prices must be held firm until September 30, 2026.
