About this file
This is a Combined Synopsis/Solicitation for a Request for Quotation (RFQ) issued by the U.S. Air Force Academy for an Electron Paramagnetic Resonance (EPR) Spectrometer System upgrade. The solicitation number is FA700026Q0055, issued on July 7, 2026. The requirement consists of one line item (CLIN 0001) for an EPR Spectrometer System, including all equipment, software, shipping, on-site installation, integration, calibration, and training to meet defined salient characteristics. The vendor must deliver the system to the U.S. Air Force Academy in Colorado Springs, Colorado within 180 days after receipt of order under FOB Destination shipping terms, with all shipping costs included in the quoted price. Only new equipment will be considered; used, reconditioned, refurbished, gray market, or liquidated stock will not be accepted. Quotations must be submitted via email to ronald.wilson.26@us.af.mil and dawson.hopkinson@us.af.mil by the specified closing date, with prices held firm until September 30, 2026.
The Government intends to award a firm-fixed-price contract to the responsible offeror providing the best value using a trade-off evaluation process. Award will be based on three evaluation factors: Technical Capability (ability to meet salient characteristics and credibility of the integration plan for the existing Government-owned Bruker resonator), Past Performance (recent and relevant performance record reviewed through SPRS and offeror references), and Price. Technical Capability and Past Performance combined are significantly more important than Price, and the Government may award to a higher-priced offeror if technically superior with lower performance risk. All software and IT products must be on the DODIN Approved Products List or obtain a Government waiver. Questions regarding the RFQ must be submitted by July 14, 2026 at 10:00 AM MDT, with responses posted to SAM.gov. Offerors must submit completed representations and certifications in SAM.gov and provide descriptive literature demonstrating compliance with salient characteristics.
