About this opportunity
The Defense Information Systems Agency (DISA) is seeking a contractor to provide Electromagnetic Battle Management Joint (EMBM-J) Situational Awareness (SA) software development and engineering support services. The solicitation requires developing and enhancing EMBM-J SA capabilities to enable visualization, analysis, and assessment of Electromagnetic Spectrum activities within a military Area of Responsibility. Key contract requirements include continuous integration/continuous delivery of software releases in commercial cloud environments, system administration, maintaining security posture, user interface development, and enabling interoperability with military service electromagnetic battle management systems. The evaluation will use a best-value, trade-off method, with significant emphasis on small business participation and past performance. Proposals are due by 2:00 PM Eastern Time on April 30, 2025, with the government anticipating an award to a contractor possessing a Top-Secret facility clearance.
The solicitation does not have a specific small business set-aside, but mandates minimum small business participation goals of 25% total, with specific targets including 5% for small disadvantaged businesses, 5% for women-owned small businesses, 3% for HUBZone businesses, and 5% for service-disabled veteran-owned small businesses. The contract will have a base year and four one-year option periods, with a total estimated value of approximately $3.6 million. Performance will occur within the United States, primarily in commercial cloud environments and within the National Geospatial-Intelligence Agency's Common Operations Release Environment. The contract requires six key personnel with SECRET and TOP SECRET/SCI clearance levels, and involves developing capabilities to support Joint Electromagnetic Spectrum Operations for the Joint Force Commander. Contractors will be expected to use modern software methodologies, agile team approaches, and provide comprehensive engineering and software development support.
