About this file

This document is a Subcontractor or Teaming Partner Consent Letter template for the HC104725R0003 solicitation by the Defense Information Systems Agency (DISA) for the Electromagnetic Battle Management Joint (EMBM-J) Situational Awareness (SA) Services. The consent letter allows subcontractors and teaming partners to provide permission for the government to discuss their past and present performance information with the prime contractor during the source selection process, facilitating a comprehensive evaluation of their performance history.

The associated federal contract opportunity seeks software development, engineering, and technical support services to enhance EMBM-J SA capabilities. The requirement involves developing and deploying software using modern methodologies and agile teams, with responsibilities including continuous integration/delivery in commercial cloud environments, system administration, maintaining security posture, user interface development, data ingest automation, and enabling interoperability with military service EMBM systems. The goal is to support Joint Electromagnetic Spectrum Operations by providing visualization, analysis, and assessment of Electromagnetic Spectrum activities within an Area of Responsibility for the Joint Force Commander.

SUBCONTRACTOR OR TEAMING PARTNER CONSENT LETTER

FOR THE RELEASE OF PAST AND PRESENT PERFORMANCE INFORMATION

TO THE PRIME CONTRACTOR

Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing subcontractor/teaming partner past and present performance information to the prime contractor during exchanges. In an effort to assist the Government’s Past Performance Evaluation Team in assessing your past performance relevancy and confidence, we request that the following consent letter be completed by the major subcontractors/teaming partners identified in your proposal. The completed consent letters should be submitted as part of your Past Performance Volume.

Dear “Contracting Officer:”

We are participating as a (subcontractor/teaming partner) with (prime contractor or name of entity providing proposal) in responding to the DISA solicitation requesting proposals to support the Joint Electromagnetic Battle Management (EMBM-J) Situational Awareness (SA) Services.

We understand that the Government is placing increased emphasis on past performance in order to obtain best value in source selections. In order to facilitate the past performance evaluation/confidence assessment process we are signing this consent letter to allow you to discuss our past and present performance information with the prime contractor during the source selection process.
