About this opportunity
The Department of State, U.S. Embassy in Guatemala City, is soliciting proposals for electrical power supply services to the New Embassy Compound (NEC) located at Boulevard Austriaco 11-51, Zone 16, Guatemala. The solicitation (RFP 19GT5026R0001) seeks an Indefinite Delivery/Indefinite Quantity firm fixed-price contract with an Economic Price Adjustment clause to provide electricity supply, measurement equipment compliant with NCC-14 standards, and all associated labor and materials for installation, removal, and maintenance. Contractors must be registered in the System for Award Management (SAM), hold required licenses and permits to operate in Guatemala, maintain local social security insurance, and comply with safety standards including NFPA 70 and NFPA 70E. Award will be made to the lowest-priced, acceptable, responsible offeror based on initial proposals without discussion, unless discussions are deemed necessary with offerors in the competitive range. The proposal submission deadline is March 31, 2026, at 5:00 PM Guatemala local time, with electronic submissions required to GuatemalaBids@state.gov; a pre-proposal conference was held on March 10, 2026, via Microsoft Teams.
This procurement carries no set-aside designation and involves no identified incumbent contractor. The contract covers a base year plus four optional one-year periods with an additional optional six-month extension, supporting a maximum demand requirement of 750 kW with an estimated annual consumption of 450,000 kWh. Pricing submissions must include fixed demand charges for the 750 kW capacity, variable energy consumption charges, measurement equipment rental and installation costs, and separate line items for installation and insurance fees; offerors are encouraged to propose innovative pricing models including time-of-use, demand-based, tiered, indexed, or algorithmic approaches. The contractor must provide 24-hour advance notice for supply disruptions and 48-hour notice for scheduled maintenance, with work windows scheduled for Friday 1:30 PM to 10:00 PM, Saturday and Sunday 7:00 AM to 7:00 PM, or other times by request. Value Added Tax at 12 percent will be applied to invoices but is not included in the Contract Line Item Number rates, and all invoicing must be submitted through the Government's payment portal with appropriate EFT and Guatemalan SAT documentation.
