The Government seeks an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for electricity supply to the Embassy compound located at Boulevard Austriaco 11-51, Zone 16, with a maximum demand requirement of 750 kW. The contract includes a base year plus four optional one-year periods, with an optional six-month extension. The contractor must provide energy supply, measurement equipment (transformers and meters complying with NCC-14 standards), and all labor and materials for installation, removal, and maintenance. Pricing should be submitted for fixed demand charges (750 kW capacity), variable energy consumption charges based on 450,000 kWh estimated annual usage, and measurement equipment rental/installation costs. The Government encourages innovative pricing models including time-of-use, demand-based, tiered, indexed, or algorithmic approaches. Offerors must provide comprehensive pricing narratives, historical consumption projections using provided baseline data, installation fees, insurance costs, and separate line items for fixed versus variable components and equipment rental/installation services. Value Added Tax (12%) will be included on invoices but is not part of the CLIN rates. Award will be made to the lowest-priced, acceptable, responsible offeror based on initial proposals without discussions, unless the competitive range requires discussions. Contractors must be registered in SAM, provide proof of authorization to operate in Guatemala, hold required licenses and permits, maintain DBA and local social security insurance, comply with safety standards (NFPA 70 & NFPA 70E), provide one-year warranty on work, offer 24-hour advance notice for supply disruptions, and maintain 48-hour notice for required maintenance.
