Amendment of Solicitation for Electrical Power Supply Services
This is an Amendment to Solicitation No. 19GT5026R0001 issued by the American Embassy Guatemala City's General Services Office, effective March 17, 2026. The amendment extends the proposal due date from February 23, 2026 to March 31, 2026 at 17:00 hours local Guatemala time. The amendment incorporates three key changes: (1) adds the Economic Price Adjustment (EPA) clause FAR 52.216-4 to Section 2, Contract Clauses, with corresponding updates to Section 1 pricing requirements; (2) incorporates the Pre-Proposal Conference Minutes and Questions and Answers as official attachments; and (3) updates all solicitation references to the new due date. Offerors must acknowledge receipt of this amendment prior to the submission deadline using one of the specified methods or risk rejection.
The underlying solicitation is a firm fixed-price contract with economic price adjustment for supplying electricity and equipment to the U.S. Embassy compound with a maximum demand requirement of 750 kW. The contract includes a one-year base period plus four optional one-year periods, with an optional six-month extension. Offerors must submit comprehensive pricing narratives, detailed pricing tables for each contract year, cost projections based on historical consumption data, separate line items for fixed and variable components and rental/installation services, and installation/insurance fees. Pricing may employ innovative methodologies including time-of-use, demand-based, tiered, indexed, or algorithmic models. The EPA clause permits energy rate adjustments annually after the first twelve months and premium adjustments based on host government legislation, subject to mutual agreement and independent third-party review. Value Added Tax (12%) applies but is not included in CLIN rates. Proposals must be submitted exclusively to GuatemalaBids@state.gov.

I.8 ECONOMIC PRICE ADJUSTMENT-ELECTRICITY FEES
I.8.1 Energy Rate Adjustment Based on Experience - For energy services, prices may be adjusted upward or downward based on the market value. To exercise an economic price adjustment, it is required that the contractor presents cost experience data that includes the market fluctuation to support any price adjustment requirement. Prices may be adjusted upward or downward based on the experience. No adjustment will be allowed during the first twelve months. After such time, the Contractor or the Government may request an adjustment in energy rates on an annual basis. Adjustments are not retroactive to previous contract terms. Before any such adjustment is made, the Contractor agrees to provide the Government with a report showing the components that support the adjustment request. The Government reserves the right to have an independent third party review the data provided and make recommendations regarding the appropriateness of the requested adjustment.
Any adjustment shall be subject to the mutual agreement of the parties and shall result in a written modification to the contract. Mutually agreed to adjustments shall be effective thirty days after complete information is received by the Government. Any failure to reach agreement under this clause shall be subject to the procedures in the Disputes clause.
I.8.2 Premium Adjustment Based on Laws - The rates may also be adjusted during the performance period of the contract as a result of laws enacted by the host Government, if such change in the laws has a direct impact on the cost to the Contractor to perform this contract at the contracted rate. In that event, the Contracting Officer may enter into negotiations with the Contractor to modify the contract to adjust the premium rate. The Contractor agrees to provide all documentation necessary to support any requested adjustment.

ATTACHMENT 2 - Pre-proposal Conference – Questions and Answers
RFP 19GT5026R0001 – Electrical Power Supply Services
Q1. Is the measurement equipment to be purchased or rented?
R1. The U.S. Embassy in Guatemala needs the measurement equipment to be rented.
Q2. Can you provide photographs of the location where the measure equipment has to be installed?
R2. Below you can find the photographs of the existing equipment and the location where the rented equipment needs to be installed.
Q3. Are you already operating at High Voltage?
R3. We are currently operating at Medium Voltage with EEGSA 13.8kV, with redundant supply, La Paz and San Isidro sub-stations.
Q4. Do you have metering?
R4. USG recommends that all requirements necessary to process metering be included in the proposal, renting equipment in compliance with AMM/NCC14. The Contractor shall ensure that all documentation and technical specifications for metering are provided. So far, we still don’t know who the owner of the current measurement transformers CTs and PTs is. Until further instruction, please keep as part of your offers the metering system rental fee.
Q5. For primary metering, do you have hourly load profile readings?
R5. Attached is the metering per hour, from 03/11/2025 to 03/11/2026 as requested.
Q6. Is Embassy already registered as a large user or is registration required?
R6. The U.S. Embassy in Guatemala was registered as a large user with the following data:
ID of large user: GUSEEUMS0000001 Company mame in AMM: EMBAJADA DE LOS ESTADOS UNIDOS
Your offer shall include any cost that will be incurred to verify the large user ID and any necessary updates to our new location in Zone 16. This can be included as an additional task in the solicitation package.
Q7. Are the Clauses required for the proposal submission?
R7. The offerors shall include the Contract Clauses in their offers as confirmation of revision and acceptance of them.
Q8. Price tables: Are the projections estimates based on consumption?
R8. USG seeks detailed, non-variable tariff information. In regards of volatility USG understands that some suppliers may provide projections/estimates but not fixed prices. Projections are encouraged; once the Economic Price Adjustment (EPA) is included, any adjustments must be justified. The Contractor shall provide detailed price tables, clearly indicating which rates are fixed and which are estimates, and justify any projected adjustments in accordance with the EPA clause. EPA clause FAR 52.216-4, Economic Price Adjustment – Labor and Material, is incorporated into Section 2, Contract Clauses.
Q9. Will you accept reference prices for option years? As the market fluctuates, is not possible to provide fixed rates for 5-years.
R9. An amendment is being issued to change the type of contract from fixed price to fixed price with economic price adjustment type contract. To exercise an economic price adjustment it is required that the contractor presents cost experience data that includes the market fluctuation to support any price adjustment requirement. Prices may be adjusted upward or downward based on the experience. No adjustments will be allowed during the first twelve months. After such time, the Contractor or the Government may request an adjustment in the rates.
Premium Adjustment Based on Laws - The rates may also be adjusted during the performance period of the contract as a result of laws enacted by the host Government, if such change in the laws has a direct impact on the cost to the Contractor to perform this contract at the contracted rate. In that event, the Contracting Officer may enter into negotiations with the Contractor to modify the contract to adjust the premium rate. The Contractor agrees to provide all documentation necessary to support any requested adjustment.
Q10. Is the UGS looking for a specific energy supply?
R10. The Contractor is free to propose energy supply from any qualified source, provided all technical and regulatory requirements are met.
Broker contractor can also include more than one offer including different primary sources of energy, such as renewable energy and non-renewable energy.
Q11. Is the supply point new or already existing?
If it is new:
• Does the scope only include the management of the commercial metering equipment rental and the official meter, or is the installation of the Medium Voltage (MV) feeder line also required?
• Is the installation of the oil-filled transformer also included, or will this item be handled separately?
We ask this because, in order to process the fee agreement with the Empresa Eléctrica de Guatemala (EEGSA), it is necessary to submit photographs of the primary drop and the oil-filled transformer properly installed.
If it is an existing point:
• Is the service currently in Low Voltage (LV) or Medium Voltage (MV)?
• The request for primary metering leads us to think that it may be either a new point or an existing point currently in LV. Generally, when metering is in LV, hourly readings are not available, but if such data exists, it would be very helpful for preparing the consumption projections.
R.11 Supply point already exists in 13.8kVAC, point of connection is a Demarcation Room inside of the Embassy Compound. Regarding historical data, please find attached a .csv file with the consumptions of a year ago by hour, as per your request.
Q12. The project scope also includes the management of?
• Registration as a Large Electricity User before the Ministerio de Energía y Minas de Guatemala.
• Management of the fee agreement with Empresa Eléctrica de Guatemala.
• Commercial enablement with the Administrador del Mercado Mayorista de Guatemala.
R12. Offers should include updating or registration of a great user at MEM and AMM or just an update of the supply point of the current GUS number. As well as all necessary agreements with EEGSA in order to have a smooth transition, without interruption as possible in the service.
Q13. Deadline for offers and submission.
R13. Please note that submission of offers has been extended to Tuesday, March 31, 2026 by COB 17:00 hours. Offer submission shall be made ONLY through the following email address:
