About this opportunity

The Department of the Air Force, Air Force Research Laboratory seeks on-site electrical maintenance and repair services for over 3,000 critical low- and medium-voltage electrical assets across 49 research facilities at Wright-Patterson Air Force Base, with proposals due September 9, 2026. This is a 100% small business set-aside reserved for firms at or below the $47 million annual receipts NAICS 561210 size standard.

Place of performance is Wright-Patterson Air Force Base, Ohio. The contractor must hold current NETA (InterNational Electrical Testing Association) Accreditation Company certification and provide NETA-certified electricians and foremen meeting Performance Work Statement Level 2 or higher qualifications. The contractor supplies all personnel, tools, and materials; government-provided shared testing and diagnostic equipment is available, but the contractor bears responsibility for providing replacement equipment if government equipment becomes unavailable. Services encompass both scheduled preventive maintenance and emergency troubleshooting with one-hour on-site response from initial contact.

The contract period runs 12 months from September 10, 2026, through September 9, 2027, with four 12-month option periods and one 6-month option extending through March 10, 2032. Pricing consists of firm-fixed-price labor categories for standard labor, overtime hours, other direct costs, and planned outages (approximately four weekend outages annually), plus time-and-materials reimbursable costs for unscheduled maintenance materials and services at actual cost without fee, markup, or G&A. The contractor must achieve 90% presence for key staff and 80% for non-key staff, maintain maximum 30-day position vacancy periods, and comply with CMMC Level 2 Self-assessment prior to award. Evaluation emphasizes technical capability—personnel quality, retention ability, and quality control plan—significantly more than price. Local market presence within 50 miles or one-hour driving distance of WPAFB is a stated evaluation factor.
