About this opportunity
The United States Department of Agriculture's Agricultural Research Service in the Midwest Area is seeking to procure electric motor drives for an autonomous robotic platform. The solicitation, identified as RFQ 12505B25Q0007, requires 4 electric motor drives, 4 motor controllers, and 1 calibrator to be delivered to their facility in Wooster, Ohio. The contract will be awarded as a Firm Fixed Price using a Lowest Price Technically Acceptable (LPTA) methodology, which means the technically acceptable quote with the lowest evaluated price will be selected. Offerors must submit both technical and price proposals electronically to joel.maas@usda.gov by 5:00 PM Eastern on November 1, 2024. To be eligible, contractors must be registered in the System for Award Management (SAM) and have satisfactory past performance. The technical evaluation will assess compliance with the minimum specifications outlined in the Statement of Work, with a focus on specific requirements such as operating temperature range, housing classification, and torque output.
This solicitation is designated as a Total Small Business set-aside under NAICS code 335313 (Switchgear and Switchboard Apparatus Manufacturing), with a small business size standard of 1,250 employees. The contract requires delivery of all items F.O.B. destination within 60 days after award, specifically to the government site located at 1680 Madison Ave., Wooster, OH 44691. While no specific incumbent or current contractors are mentioned, the procurement is focused on acquiring specialized electric motor drives for an autonomous robotic system. The evaluation process will first identify the lowest-priced quote and then assess its technical acceptability, with subsequent lowest-priced quotes being reviewed if the initial submission does not meet technical requirements. All invoices must be submitted electronically, and the government will use a Contracting Officer Representative (COR) to inspect and accept the delivered items at the destination.
