About this opportunity

The National Institute of Standards and Technology (NIST) is seeking qualified contractors to provide comprehensive renovation and rehabilitation services for an effluent treatment system located at the Gaithersburg, Maryland campus. The project entails complete internal replacement of the wet tank's components, including floor surfaces, support members, safety blowers, heaters, stir/agitation motors, pH monitoring systems, and explosion-proof electrical wiring and conduit. Contractors must demonstrate specialized equipment, experience handling environmental factors associated with raw effluent, and robust safety programs with appropriate personnel badging capabilities. The Request for Information is being issued as market research, with responses due by December 29, 2025, at 2:00 PM EST; NIST emphasizes that this is a sources sought notice and no contract award will be made based on these responses, though the information will inform future solicitation requirements. Evaluation will consider company capabilities, safety programs, operational requirements, and other relevant factors, with the primary NAICS code classification being 237110 for Water and Sewer Line and Related Structures Construction.

This pre-solicitation notice contains no set-aside designations, and no incumbent contractors or current award values are identified in the available documentation. The anticipated construction services are scheduled to begin in June 2026 with an estimated 10-month performance period, though the Statement of Work references a 200-day performance timeline for the primary renovation activities. Work is restricted to between 6:00 AM and 6:00 PM on Federal work days, and all contractor personnel must obtain NIST Green Badges prior to site access. Payment will be processed monthly based on invoices approved by the Contracting Officer's Representative, with monthly project updates required throughout the contract period. The project's primary objective is to restore the effluent treatment system to full operational compliance with current Washington Sanitary Sewer Commission discharge requirements and applicable regulatory standards.

Update #2 · Latest ·

The Gaithersburg Site Effluent Treatment System is located on the south end of campus at the “E” Gate intersection at Center Drive. Built in the mid-1990’s, the system was designed to comply with Washington Sanitary Sewer Commission (WSSC) effluent discharge requirements. The system is centered around a large concrete tank (wet tank) that provides primary effluent treatment with a stir / chop agitator system PH monitoring and treatment.

Currently, the interior wet tank operational, structural, and life safety systems have rendered this system inoperable. Inspection has found the primary floor support has detached along the south side of the wet tank. This has caused for the aluminum grating to sag, and no longer safe for personnel entry. More, there are areas of the aluminum grate that have literally rotted away.

Further inspection revelaed internal blowers to address the confined space ventilation requirements are inoperable and heavily corroded. The system internal heater is inoperable and heavily corroded. The motor and stir mechanism is seized. Additionally, the motor is electrically inoperable. The explosion proof electrical wiring and conduit is in very poor condition.

In general, the entire wet tank and systems needs to be renovated and brought back to operable condition. This requires a complete replacement of all tank components. This includes an entire new floor surface and all support members, safety blowers and heaters, new stir / agitation motor and shaft system, PH monitoring probes and data signaling, epoxy lining of the wet tank, lighting, electrical outlets, and demolition and replacement of all the explosion proof electrical wiring and conduit. Other work as required to conform to current regulatory requirements, as required.

All the work above complicated by environmental factors and the presence of site raw effluent. The contractor doing this remediation and repair will need to have specialized equipment and experience to deal with the multitude of environmental issues and trained qualified staff to complete this work.
