BACKGROUND:
This is a notice to Request Information (RFI)/Sources Sought Notice (SSN) from industry to help determine the availability and capability of small business and other than small businesses that can provide any or all the services required by the U.S. Department of Commerce, National Institute of Standards and Technology (NIST). NIST is conducting market research to identify potential sources that can provide repair / rehabilitation of the site effluent agitation & PH treatment wet well on the NIST Campus in Gaithersburg, Maryland.
This notice is strictly to request information for market research purposes to help NIST determine the appropriate acquisition strategy for this requirement. This notice shall not be construed as a solicitation, an obligation, or commitment by the NIST.
OVERVIEW:
The NIST Gaithersburg Site Effluent Treatment System was built in the mid-1990’s, the system was designed to comply with Washington Sanitary Sewer Commission (WSSC) effluent discharge requirements. The system, centered around a large concrete tank provides primary effluent treatment with a stir / chop agitator system and primary PH monitoring and treatment.
Generally, the entire system needs to be renovated and brought back to operable condition with all life safety systems replaced and updated. To do so will require a complete internal replacement of all tank components. This includes an entire new work surface and all support members, safety blowers and heaters, new stir / agitation motor and shaft system, and demolition and replacement of all electrical wiring and conduit.
All the work above complicated by environmental factors and the presence of site raw effluent.
The contractor doing this remediation and repair will need to have specialized equipment and experience to deal with the multitude of environmental issues and trained qualified staff to complete this work.
