About this opportunity
The National Park Service Northeast Region seeks conservation services for five historic stained glass windows at Thomas Edison National Historical Park in West Orange, New Jersey, with proposals due August 10, 2026, and questions due July 9, 2026. This is a 100% small business set-aside under NAICS 541990.
Place of performance is West Orange, New Jersey, on-site at the Edison mansion (Glenmont) in the Reception Hall, Reception Room, and Pedder Library. Windows are exterior installations created by artist George Hardy Payne circa 1880. Work includes removal, detailed conservation treatment addressing failing cames, cracked glass, cementing issues, paint deterioration, and environmental damage, packing, transport, and reinstallation. On-site work is restricted to Monday–Thursday, 8:45 AM–3:15 PM, by advanced appointment only.
The contractor must demonstrate three years of stained glass conservation training obtained through a degree program or comparable apprenticeship with a reputable conservation services provider. The prime contractor themselves must be a qualified conservator; subcontracting is permitted for team companies. Past performance requires at least three narrative examples of similar work performed on AAM-accredited museum collections or National Register of Historic Places properties within the past ten years. Compliance with American Institute for Conservation standards and Secretary of Interior standards is mandatory. Liability insurance of $1 million is required, with proof due within ten days of award.
Period of performance begins the day after award and extends approximately eight months through May 25, 2027, coordinated with the National Park Service. Contractor must provide treatment proposals within 60 days of award, submit detailed treatment reports with before/after photographs within 165 days, and complete all work within 240 days. Award uses lowest-price technically acceptable methodology based on technical approach, past performance, and price reasonableness. The contract is firm fixed price.
