EVALUATIONS

Award Selection Process:

(a) The Government intends to award a single, firm-fixed price contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will be most advantageous to the

Government, price and other factors considered. The following factors shall be used to evaluate offers: (Note: This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2).

Evaluation Factors:

VOLUME 1:

Factor 1 – TECHNICAL APPROACH (limited to 12 pages)

1) Provide written treatment approach including methods, products, and materials anticipated for use in addressing the treatment needs of the 5 stained glass windows. Methods should be explained in sufficient detail to make judgement as to its appropriateness for this object.

2) Provide anticipated workplan and timetable; description of site where work is to take place;

methods of storage of objects while at contractor’s site; sequence of work.

3) Proposal must include details on how the glass/related stained glass window components will be protected and packed for transport to and from Thomas Edison National Historical Park

(Glenmont) during this project. Contractor shall ensure NPS property is packed in such a way that the property is secure and protected from damage from handling, vibrations, moisture, weather hazards, and all other causes. Strategies such as padding and plastic wrapping shall be used to provide optimum protection for NPS property from the time the windows are removed from their current locations at Glenmont to the time they are reinstalled back in their original locations at Thomas Edison’s home, Glenmont.

Factor 2 – PAST PERFORMANCE (limited to 5 pages)

1. An evaluation of offeror’s past performance information will be conducted subsequent to the technical evaluation. The offeror must have demonstrated successful operations and maintenance of a similar contract, to include scale and complexity. Offeror must provide at least 3 narrative examples and points of contact for projects of similar past work (stained glass window mailto:mary_hallmon@ios.doi.gov mailto:beth_miller@nps.gov

POC: Mary Hallmon, Contracting Officer Email: mary_hallmon@ios.doi.gov conservation) carried out in the past 10 years. Contractors shall have demonstrated successful treatments of objects similar in size, condition, and historical value. At least one of these examples must include conservation of a stained glass architectural element from the historic period of circa 1880—1947, one which involves addressing failing cames. At least one project must demonstrate the repair of a window surround for a historic stained glass window. Lastly, at least one of the projects must include past performance work related to a painted finish on a stained glass window.

2. Please note that all past performance work cited to meet this requirement must also be conservation work performed on stained glass features that are part of an AAM accredited museum collection (or equivalent) or are part of a historic structure identified on the National

Register of Historic Places. Please note that conservation work performed on stained glass elements from a private residence, a local church, a local historical society, or a local municipal building does not meet this requirement. In this case, local is defined as not being nationally significant.

3. Bidder must provide evidence of this past performance work in their bidding proposal, in order for their bid to be considered. Bidder must provide the name of the institution where this work was performed, their address and telephone number, a point of contact, a description of the work, and the date in which this work was performed. (Note: Listing completed projects does not address this criterion. A narrative that articulates past experience and description of technical expertise in methods and analysis for these needs should be discussed).

4. The offeror’s team shall have a qualified conservator, identified as the Prime Contractor, with a minimum of three years of stained glass conservation training obtained through a degree program or a comparable period of apprenticeship with a reputable conservation services provider. This qualified conservator shall also have experience in conformance with the American Institute for

Conservation (AIC) Code of Ethics and Guidelines for Practice (website address -http://www.conservation-us.org/docs/default-source/governance/code-of-ethics-and-guidelines-for-practice.pdf ) and conform to AIC standards. Applicant shall also demonstrate familiarity with the NPS conservation and preservation standards and the Secretary of the Interior

Standards for the Treatment of Historic Properties (See NPS Museum Handbook at https://www.doi.gov/museum/nps-handbooks and https://www.nps.gov/tps/standards.htm for more information) and conform to these standards.

Note: Contractors submitting offers without past performance will receive a neutral rating. Listing completed projects does not address this criterion. A narrative that articulates past experience and description of successful completion of services should be discussed.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

VOLUME 2:

(1) Price

a. Offeror’s price quote will not be point scored or adjectively scored but will be evaluated on price reasonableness. The price quote will also be used as an aid to determine that the Offeror understands the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.

POC: Mary Hallmon, Contracting Officer Email: mary_hallmon@ios.doi.gov

b. The offeror shall submit a price quote separate from all other volumes; any pricing information found in the technical or past performance volumes will be removed prior to evaluation.

c. The Government will evaluate the price quote for reasonableness. The Government will also evaluate price with regards to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary.

(2) Insurance Requirements

Factor 2 – PAST PERFORMANCE (limited to 5 pages)

5. An evaluation of offeror’s past performance information will be conducted subsequent to the technical evaluation. The offeror must have demonstrated successful operations and maintenance of a similar contract, to include scale and complexity. Offeror must provide at least 3 narrative examples and points of contact for projects of similar past work (stained glass window conservation) carried out in the past 10 years.

Standards for the Treatment of Historic Properties (See NPS Museum Handbook at https://www.doi.gov/museum/nps-handbooks and https://www.nps.gov/tps/standards.htm for http://www.conservation-us.org/docs/default-source/governance/code-of-ethics-and-guidelines-for-practice.pdf http://www.conservation-us.org/docs/default-source/governance/code-of-ethics-and-guidelines-for-practice.pdf https://www.doi.gov/museum/nps-handbooks https://www.nps.gov/tps/standards.htm

POC: Mary Hallmon, Contracting Officer Email: mary_hallmon@ios.doi.gov more information) and conform to these standards.

Note: Contractors submitting offers without past performance will receive a neutral rating. Listing completed projects does not address this criterion. A narrative that articulates past experience and description of successful completion of services should be discussed.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

VOLUME 2:

(3) Price

d. Offeror’s price quote will not be point scored or adjectively scored but will be evaluated on price reasonableness. The price quote will also be used as an aid to determine that the Offeror understands the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.

e. The offeror shall submit a price quote separate from all other volumes; any pricing information found in the technical or past performance volumes will be removed prior to evaluation.

f. The Government will evaluate the price quote for reasonableness. The Government will also evaluate price with regards to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary.

(4) Insurance Requirements

Proof of liability insurance in the amount of $1 million dollars as well as standard insurance and bonding which covers the company and its employees against neglect, accident, theft and damage shall be provided to CO. Contractor should carry insurance to cover injuries to his workmen and damage caused by the workmen. The vendor must provide a certificate of insurance within ten days of the contract award.

Contractor shall be responsible for all damages to persons or property that occurs as a result of

Contractor’s fault or negligence. The contractor shall take proper safety and health precautions to protect work, workers, the public, and property of others.

Evaluation Method - Lowest Price Technically Acceptable

Evaluation and award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the following acceptability standards.

1. Price: The NPS shall analyze prices, in accordance with the FAR. Pricing must be determined fair and reasonable

2. Prior Experience: The Quoter shall have completed, as the prime contractor, 3 contracts, similar to the work required by this solicitation, within the past 5 years.

3. Technical Plans: The Quoter shall provide technical plans that clearly demonstrate they will be able to successfully complete the work.

4. Past Performance: The Quoter must receive at least a good past performance.

(a) Options (if applicable). The Government will evaluate offers for award purposes by adding the

POC: Mary Hallmon, Contracting Officer Email: mary_hallmon@ios.doi.gov total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(b) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

SCOPE OF WORK (SOW)

Thomas Edison National Historical Park

Conserve Top Priority Historic Stained Glass Windows at the Edison Family Home, Glenmont

I. SUMMARY/PURPOSE

Project will contract a conservator to conserve 5 historic stained glass windows that are currently part of the building envelope in Thomas Edison’s 1880 Victorian mansion, Glenmont, located in West Orange, New Jersey. These highly decorative windows were created by artist George Hardy Payne, circa 1880, and are located in the formal areas of the first floor of Glenmont. These locations include the first floor Reception Hall, the first floor Reception Room, and the first floor Pedder Library. Specifically, the project includes a figural window transom in color with painted glass in the Reception Hall (figure representing fire from the Four Elements), a center transom panel with a figure playing a harp in the Reception Room, 2 transom side panels in the Pedder Library that are an abstract floral design with stained and painted glass, and a transom center panel in this room, which is figural, depicting a lamp of knowledge.

In addition to the conservation of the stained glass, the selected firm will also be responsible for the removal of the stained glass windows from their original locations and packing them for transport to their offsite conservation facility. The selected firm will also be responsible for temporarily sealing the openings where these windows are located and will then also be responsible for reinstalling the 5 stained glass windows, back in their original historic locations at Glenmont (including transportation and repacking), once the conservation treatment is complete.

II. BACKGROUND INFORMATION

The nationally significant 1880 home of America’s most prominent inventor was created by architect Henry Hudson Holly. A prime example of Holly’s work in the Queen-Anne style, the mansion includes stained glass architectural elements which play a significant role in its decorated period interiors.

These stained glass windows are attributed to George Hardy Payne. George H. Payne began working in stained glass in 1862 and was the head painter for Clayton and Bell Studios, one of the most successful stained glass workshops in England before immigrating to the United States. He opened a glass studio in Orange, New Jersey, and his windows for Glenmont are considered to be the earliest known Payne windows in the United States.

Payne’s work at Glenmont is notated in the 1890 edition of Leading Business Men of East Orange which indicates that “Mr. Payne has executed all the Art Glass in the Residence of Mr. T. A. Edison…” Payne also worked on windows at the Grace Episcopal Church and St.

Partick’s Cathedral, both located in New York City.

EXISTING CONDITIONS:

There is no evidence in the park records that these stained glass windows have been previously conserved. However, the windows were surveyed in 2021, as part of an overarching condition survey that surveyed all of the stained glass windows at Glenmont. In terms of conservation, these five windows were identified as high priorities. In general, the report identified high priority windows as ones “with the greatest amount of deformation, cracked glass, extensive open cames, and failed/failing caming cement, and windows which do not fully close”. Specific condition issues identified for each individual window are notated in section “IV: Tasks” in this document.

The conditions issues for the 5 individual windows are more specifically described in the entry for each window that is included in section IV of this document. The selected contractor is responsible for addressing all of the condition concerns that are outlined in the entry for each individual stained glass window. Additionally, the selected contractor is also responsible for rectifying any significant condition issues related to the surround of each window before each conserved window is reinstalled in its original location. In this case, the contractor must ensure that the window is secure and stable in its window surround, reasonably secure from theft, and the window surround is repaired in such a manner as to mitigate any identified issues of water infiltration. This includes, but is not limited to, rotted wood, failing joints, or any significant condition issues with window sashes or other window components.

The NPS emphasizes replacement in kind, using in-kind materials and installation methods. The NPS has a requirement to approach the project using this methodology, because Glenmont is a property listed on the National Register of Historic Places. In this case, the park is obligated to gain approval, via the Section 106 Compliance process, for any repairs that alter the appearance of the historic resource and/or its materials.

III. PROJECT IDENTIFICATION

PMIS: 246239B

TITLE: Conserve Top Priority Stained Glass at Thomas Edison’s Home, Glenmont

PROJECT LOCATION: Once the selected contractor removes the stained glass from the exterior of Glenmont and packs the stained glass windows for transport, the selected contractor will transport the stained glass to their offsite stained glass conservation studio for conservation. Once conservation is complete, the selected vendor will repack the windows for transport back to Glenmont, transport the windows back to the Glenmont estate, and reinstall them in their original locations. The contractor is also responsible for sealing the window openings where the windows were de-installed so these areas remain safe and secure while the stained glass windows are offsite for conservation. Making these areas safe and secure includes sealing off the windows in such a manner as to deter theft, prevent water infiltration, to prevent animals from entering the building, and be stable enough to prevent any damage from inclement weather concerns such as high winds or driving rains. The method for sealing the window openings must be pre-approved by the NPS, minimally invasive, minimally detract from the historic scene, and be completely reversible.

Glenmont is part of the National Park Service site known as Thomas Edison National Historical Park. The address for Thomas Edison’s home, Glenmont, is 12 Honeysuckle Avenue in West Orange, New Jersey 07052. Please note that Glenmont is located inside of a private residential community known as Llewellyn Park and an advanced appointment is required to access the mansion. All pick up, delivery and other on-site work will be completed at the Glenmont estate (Thomas Edison National Historical Park) located in West Orange, New Jersey.

On-site work/pick up/drop off/packing may only be done between the hours of 8:45 am and 3:15 pm, Monday through Thursday, excluding holidays and is by advanced appointment only. Contractor must leave promptly at 3:15 pm at the end of each workday.

On-site work is subject to weather conditions, other state of emergency conditions, or government shutdown. Access is by advanced appointment only (making an appointment 2 weeks in advance is recommended). Please note that on-site work hours are non-negotiable and the contractor must consider the hours of availability of the resource when formulating their fixed cost estimate for this project.

The Glenmont estate does have a rest room and a water source, located in one of the outbuildings that are part of the estate complex. Outlets are available to plug in equipment.

Please note that the NPS will not provide any equipment, labor, or supplies for this project.

This includes, but is not limited to, packing supplies, ladders, lighting, tools, plastic sheeting, etc.

IV. TASKS

The selected contractor must provide detailed treatment recommendations for each window, which shall be preapproved by the NPS, prior to implementation. The selected contractor will also be responsible for providing a detailed individual treatment report for each of the five windows, including photographs. The selected contractor is responsible for addressing all associated tasks outlined in this statement of work for all 5 stained glass windows, as noted in the following entries:

Once the conservation is complete, the selected contractor will also be responsible for packing the stained glass (including all 5 windows and window components such as sashes, etc.) for transport by vehicle, back to Thomas Edison’s home, Glenmont, in West Orange, NJ. The selected conservator for this project is responsible for packing the stained glass and any related historic components for offsite transport to their conservation studio and back to Glenmont for their reinstallation. The contractor must apply museum industry standards and use museum grade materials. Vendor will be responsible for packing the stained glass and its related components for delivery in such a manner as to ensure that the stained glass panels/components are not damaged during transport. This includes damage due to vibration. The contractor is responsible for ordering and purchasing the packing supplies for this project and should consider this when preparing their fixed cost estimate.

Selected vendor must ensure that they provide sufficient labor (i.e. number of individuals required) to safely complete all aspects of this work.

Background materials attached to the scope of work include a copy of Rules for Contractors in Historic Buildings (Attachment B) which identifies specific guidelines that must be followed by Contractors when they work on-site at an NPS facility. In general, no food, drink, or smoking is permitted within site work areas. Contractor shall be responsible for removal of all trash debris on a daily basis when working on-site.

The offeror’s equipment, tools, and supplies must be of a size and configuration capable of safely accommodating such work and must be equipped with the necessary fire and safety capabilities. Selected vendor must provide a form of egress in the event of fire during the course of the project.

Hot Work is defined as the use of any heat generating equipment such as a heat gun, blow dryer, or a tack iron to complete the project tasks. Welding is also identified as Hot Work.

For safety reasons, no onsite Hot Work is permitted for this project. Any proposal that includes onsite Hot Work performed at Glenmont will not be considered.

Contractor must be present for any associated project deliveries which will be arranged with the NPS by advanced appointment only.
