About this file
This is a Questions and Answers document for a federal contract solicitation titled "Conserve Top Priority-Stained Glass."
The document addresses four key inquiries regarding stained glass conservation work for exterior windows. The first question clarifies that while prime contractors may subcontract to team companies, the Prime Contractor themselves must be a qualified conservator with a minimum of three years of stained glass conservation training obtained through a degree program or comparable apprenticeship with a reputable conservation services provider. The second question confirms the windows are exterior installations. The third question directs prospective contractors to the Statement of Work for condition descriptions and recommends making an appointment to examine the windows in person rather than relying solely on provided photographs. The fourth question addresses the period of performance, which was originally stated as September 25, 2026, through May 25, 2027. The answer clarifies that the period of performance begins the day after award and will be coordinated with the National Park Service (the government contracting entity), allowing contractors flexibility to schedule the actual project start date with the park rather than adhering to a fixed September 25, 2026, start date.

Questions and Answers
Conserve Top Priority-Stained Glass
1. As the prime, am I allowed to subcontract to my stained glass team company who has experience with historical stained glass restoration?
ANSWER: From the solicitation - The offeror’s team shall have a qualified conservator, identified as the Prime Contractor, with a minimum of three years of stained glass conservation training obtained through a degree program or a comparable period of apprenticeship with a reputable conservation services provider.
2. Are the windows interior or exterior windows?
ANSWER: Exterior.
3. Are there any visible bulges? Its difficult to see in the pictures provided?
ANSWER: The condition of these windows is described in the statement of work. In order to review the visible condition of each window, we recommend that you make an appointment to examine the windows in person.
4. The solicitation states that the period of performance is anticipated to begin September 25, 2026, or the day after award, whichever occurs later, and continue through May 25, 2027.
Based on my review of the Statement of Work, it appears that the conservation work itself may not require the entire period through May 25, 2027. Could you please clarify whether September 25, 2026, is intended to be the required start date for contractor performance, or whether the contractor may coordinate the actual project start date with the National Park Service after award, provided the work is completed within the required period of performance?
