About this opportunity

The Department of the Navy Naval Facilities Engineering Command is procuring traffic calming installation services for Entry Control Points (ECPs) at Marine Corps Base Camp Lejeune and Marine Corps Air Station New River in North Carolina. The project involves installing rumble strips and rubber speed bumps at nine different ECPs including Wilson Boulevard, Curtis Road, Stone Bay, Holcomb, Piney Green, Midway Park, Douglass, Camp Johnson, and Sneads Ferry gates. Only three pre-selected Civil/Paving Multiple Award Construction Contract (MACC) contractors are eligible to submit proposals: Quadrant Construction, Civil Works Contracting, and Riza Construction. The solicitation includes specific scheduling requirements where contractors must maintain half of inbound and outbound lanes open at Wilson Boulevard, Curtis Road, Stone Bay, and Holcomb ECPs, while being permitted to use all lanes for up to three consecutive days at the remaining locations. Proposals are due by 1:00 PM EST on July 1, 2025, and must be submitted electronically to specified Navy email addresses.

This opportunity is designated as a HUBZone set-aside with an estimated contract value between $500,000 and $1,000,000. The contract completion timeline has been extended from 90 to 120 days after award per Amendment 0004 issued on June 27, 2025. The work will be performed at Camp Lejeune, North Carolina, and is subject to Davis-Bacon wage requirements with minimum wages ranging from $13.30 to $17.75 per hour depending on the contract date. Proposals exceeding $150,000 will require bid, payment, and performance bonds. The project has received high-level attention from Marine Corps command leadership and requires careful coordination with the Provost Marshall Office, with contractors responsible for utility locates and protection of existing infrastructure. A mandatory site visit was conducted on June 18, 2025, beginning at the Contractor Vetting Office at Holcomb gate.
