Place of performance and delivery location is Loveland, Colorado, with F.O.B. Destination terms and delivery required within 30 calendar days after award, Monday through Thursday, 8:30 a.m. to 3:30 p.m. Mountain Time. The equipment must support autonomous collection, filtration, preservation, and water sampling for detection of invasive mussel species including Zebra, Quagga, and Golden mussels.

Key technical requirements include autonomous and/or tethered operation with user-friendly programming; modular, portable design; capability to collect up to 8 independent samples and replicates per deployment; integrated RFID or equivalent sample traceability; Bluetooth and/or satellite connectivity; GPS/GNSS compatibility with ~2.5-meter accuracy; filtration to 5.0-micrometer pore size; maximum measurable volume per sample ~1,000 liters with 95% volume accuracy; compact dimensions (24–30 inches length, 17–24 inches width, 12–16 inches height); weight not to exceed 100 pounds; swappable lithium iron phosphate batteries providing 3+ hours pumping runtime and up to 30 days maximum deployment duration; integrated sensors for GPS, CTD, and dissolved oxygen data logging; operable interior temperature 0–40 degrees Celsius; water-resistant enclosure rated approximately IP 43; minimum flow rate ~0.1 L/min, maximum flow rate ~1.4 L/min; corrosion-resistant components for rugged field conditions; and manufacturer's standard warranty with minimum 1-year parts and labor coverage. Each unit includes two rechargeable batteries, chargers, intake hoses, connectors, strainers, sterilization filters, custom carrying case, and shipping straps, with compatibility for sterilization via autoclave or bleach protocols. The Bureau of Reclamation, Missouri Basin Region, intends to award a Firm-Fixed-Price contract for the acquisition of two (2) autonomous environmental DNA (eDNA) Auto Sampler systems, including all required accessories and related components, in accordance with attachment 1 requirements. The equipment will support environmental monitoring for the detection of invasive aquatic species through autonomous collection, filtration, preservation, and water sampling.

This acquisition is being conducted as a Full and Open Competition under NAICS 334516, Analytical Laboratory Instrument Manufacturing. Award will be made on a best-value basis considering the evaluation factors identified in the solicitation. Quotations shall be submitted electronically in accordance with the Combined Synopsis/Solicitation instructions.

Questions regarding this solicitation must be submitted no later than 10:00 a.m. (MDT) on July 30, 2026. Government responses to timely submitted questions will be posted to SAM.gov via an amendment or other notice, as applicable. Vendors are responsible for monitoring SAM.gov for all solicitation amendments and updates.

Quotations are due no later than 11:00 a.m. (MDT) on August 7, 2026, in accordance with the solicitation requirements.

Delivery is required F.O.B. Destination within 30 calendar days after award to the Bureau of Reclamation facility in Loveland, Colorado.
