About this file

This is a Statement of Objectives (SOO) and equipment requirements document for Solicitation 140R6026Q0086 issued by the Bureau of Reclamation, Missouri Basin Region.

The Bureau of Reclamation seeks to procure two (2) autonomous environmental DNA (e-DNA) auto sampler units designed to autonomously collect water samples from aquatic environments for the detection of invasive mussel species including Zebra, Quagga, and Golden mussels. The equipment must be modular, portable, and capable of in-situ filtration, preservation, and water collection with minimal contamination risk. Key functional requirements include autonomous and/or tethered operation with user-friendly programming, ability to collect multiple independent samples and replicates per deployment, integrated RFID or equivalent sample traceability systems, Bluetooth and/or satellite capability, and compatibility with sterilization protocols (autoclave or bleach). Performance specifications include maximum 8 samples per deployment, filter pore size ≥5.0µm, operable interior temperature 0–40°C, water-resistant enclosure rating (~IP 43), minimum flow rate ~0.1L/min, maximum flow rate ~1.4L/min, GPS compatibility with GNSS systems with ~2.5M accuracy, and maximum measurable volume per sample ~1,000L with ≥95% volume accuracy. The units must be compact (24–30 inches length, 17–24 inches width, 12–16 inches height) and weigh ≤100 lb, feature swappable lithium iron phosphate batteries (~12.8V 22.5Ah) providing 3+ hours pumping runtime and up to 30 days maximum deployment duration, and include integrated sensors for GPS, CTD, and dissolved oxygen data logging. Each unit shall include two rechargeable batteries, chargers, intake hoses, connectors, strainers, sterilization filters, custom carrying case, and shipping straps. Units must be designed for rugged field conditions with corrosion-resistant components and include manufacturer's standard warranty with minimum 1-year parts and labor coverage. Delivery must occur within 30 days after award to the Bureau of Reclamation in Loveland, Colorado, on an F.O.B. Destination basis, with deliveries accepted Monday through Thursday, 8:30am to 3:30pm Mountain Time, excluding federal holidays.
