About this opportunity
The Bureau of Reclamation is seeking a small business contractor to perform pump replacement and refurbishment services at the Mt. Elbert Powerplant in Twin Lakes, Colorado. The specific requirements include refurbishing or replacing an existing 500 GPM sump pump and providing new basket strainers for two 6000 GPM pumps, with associated removal, repair, and installation services. Contractors have three potential approaches for the sump pump: overhauling the existing pump, replacing the pump to function with the current motor, or replacing both pump and motor. Offerors will be evaluated based on their work plan, proposed schedule, past performance, and pricing, with quotes due by May 18, 2025, at 11:59 PM MDT. All potential bidders must be registered in SAM.gov and are strongly encouraged to participate in a site visit during the week of April 14-17, 2025.
The contract is a total small business set-aside under NAICS code 333914 with a small business size standard of 750 employees, and will be awarded as a firm fixed-price effort. The anticipated project timeline includes on-site work scheduled for July and August 2025, with a one-year or manufacturer's standard warranty required for all components. Contractors must ensure the replacement pump can operate in temperatures between 32-90°F, pump a minimum of 500 GPM, and be compatible with the existing monitoring system. The project will require the contractor to perform detailed technical work, including potential crane assistance from the Bureau of Reclamation and adherence to specific security requirements such as on-site worker security checks. While no specific incumbent contractor is mentioned, the solicitation indicates a comprehensive approach to modernizing and maintaining critical pumping infrastructure at the powerplant.
