Synopsis/Solicitation – 140R6025Q0026 – Bureau of Reclamation
This is a combined synopsis/solicitation for commercial services and is prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and no other written solicitation will be issued. The Bureau of Reclamation (Reclamation) has a requirement for refurbishment or replacement of an existing 500 GPM Sump Pump, as well as providing and replacing new basket strainers for two (2) 6000 GPM pumps at the Mr. Elberta Powerplant in Twin Lakes, Colorado. The scope of this contract also includes the removal, repair (if applicable), and installation services as identified in the included specifications data and performance work statement. The government anticipates awarding this procurement as a firm fixed price effort.
Solicitation number 140R6025Q0026 is issued as a Request for Quotation (RFQ) solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.
This is a total small business set-aside under NAICS code 333914 - Measuring, Dispensing, and Other Pumping Equipment Manufacturing with an associated small business size standard of 750 employees.
Offerors must be registered in SAM.gov to be considered for award.
Offerors are cautioned to carefully review the offer submission requirements. To be considered qualified for this work, offerors must fully address all evaluation factors outlined under FAR clause 52.212-2 on the following page, in the solicitation package.
It is the expectation that the existing 500GPM sump pump will be overhauled, replacing only needed pump parts to make it operational. However, the original unit has been discontinued, so finding the necessary parts may be an issue. If the offeror determines an overhaul is not practicable, the offeror may choose to quote a new pump which is able to function with the existing motor. If neither of these methodologies are practicable, the offeror may provide a quote for the replacement of both the pump and the motor.
Once the offeror has chosen what option they want to quote on, regarding the 500 GPM sump pump, it is the responsibility of the offeror to ensure they can acquire the necessary parts prior to submitting their quote.
The Government anticipates making an award without discussions. However, the Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint.
Offerors may submit questions electronically, via email, to Terra Warren, Contracting Officer at twarren@usbr.gov . Questions shall be submitted no later than April 27 2025 at 11:59 PM MDT.
Questions received after that date will not be entertained. Applicable answers to contractor questions will be posted publicly through the SAM website at www.sam.gov
The offerors will be granted the opportunity for a site visit, which is highly encouraged given the need to evaluate the current condition of the pumps and motor. Interested parties can schedule an individual site visit during the week of April 14th thru 17th, 2025.
Location to meet: Mt. Elbert Power Plant, 5583 Hwy 82 Twin Lakes, CO 81251
Any questions you have regarding the site visit will need to be submitted in writing, via email to Twarren@usbr.gov, after the visit has occurred, but before the deadline of 4/27/2025. Questions asked during the site visit will not be answered at that time to ensure that information is not limited only to attendees. Answers to questions regarding the site visit will be posted publicly through the SAM website at www.sam.gov.
