The services include wheelchair, stretcher, bariatric, and sedan transportation operating on a 24/7/365 basis across multiple EKHCS facilities in Kansas and Missouri. Contractors must demonstrate sufficient technical expertise, appropriate vehicle fleet capabilities, functional area expertise, and relevant experience to compete for this acquisition. The government will evaluate responses based on 19 specific criteria addressing company information, business size status, prime or broker capabilities, subcontracting arrangements, existing federal contracts, pricing structures, quality control and safety programs, and relevant transportation experience. Interested parties must submit responses by April 13, 2026, at 10:00 Central Time to the Network Contracting Office in Leavenworth, Kansas, with all communications directed to Contracting Officer Steve Parrott at Stephen.Parrott@va.gov.
No set-aside designation has been determined at this time, as the award decision will be based on market research findings regarding the availability of Service-Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, 8(a) firms, HUBZone businesses, and other small businesses. The notice does not identify any current incumbents or contract values. The anticipated contract will be structured as a Requirements-type Firm-Fixed-Price agreement with Economic Price Adjustment provisions based on fuel price index adjustments at ordering period renewal, classified under NAICS Code 485991 (Special Needs Transportation) and PSC V212 (Transportation/Travel/Relocation—Motor Passenger). Approximately 80 percent of transports are anticipated to originate within Kansas, with 20 percent involving Missouri origins or destinations. All vehicles must meet DOT safety standards, include GPS tracking, maintain an 800-pound wheelchair lift capacity, integrate with the VetRide portal system, and comply with HIPAA requirements for patient privacy protection.
