About this opportunity
The Department of the Air Force Global Strike Command is soliciting quotations for the installation of Honeywell Vindicator intrusion detection systems at multiple buildings on Dyess Air Force Base in Texas. The project involves replacing existing Monaco alarm systems with Honeywell Vindicator Electronic Security System (Version 3) across four buildings (7316, 7416, 7007, and 7320), requiring contractors to provide all labor, materials, equipment, and services for installation, removal of existing systems, training, and testing. Offerors must submit three volumes: a completed pricing schedule, a technical approach limited to five pages, and past performance information with 3-5 references. The government will evaluate quotations based on a best-value trade-off between price, technical acceptability, and past performance, with the possibility of awarding to other than the lowest-priced quotation. The deadline for questions was September 17, 2025, and quotations are due by September 24, 2025 at 10:00 AM CDT following Amendment #1, with all submissions required via email to specified Air Force contacts.
This procurement is designated as a total small business set-aside under NAICS code 561621 (Security Systems Services) with a size standard of $25 million. The solicitation references five prior contracts at Dyess AFB that utilized Honeywell's Vindicator IDS, indicating an established relationship with this technology platform. While no specific contract value is disclosed, the procurement requires firm-fixed-price quotations that must remain valid for a minimum of 90 days. The contractor will have a desired delivery schedule of 60 calendar days after contract award, with a maximum allowable timeframe of 90 calendar days. Performance will take place at Dyess Air Force Base in Abilene, Texas, where the contractor must coordinate with multiple Air Force units including 7 BW/JA, 7 BW ADC, 7 CPTS, and 7 CES for training and system implementation.
