About this opportunity
The U.S. Forest Service is soliciting proposals for the Dutton Hill G-Z Stewardship Integrated Resource Service Contract (IRSC) to perform forest management treatments across 8,829 acres in three treatment areas (Double Springs, Dutton Hill, and LO Pocket) within the Coconino National Forest's Flagstaff Ranger District in Arizona. The primary objectives include reducing wildfire risk, improving forest health, and providing timber to local industries through mechanical and hand thinning of Ponderosa Pine forests and savanna/grasslands. The contract requires comprehensive forest restoration work including timber removal, timber stand improvement, unit boundary designation, and heritage site surveying, with an estimated timber yield of approximately 95,000 CCF. Proposals will be evaluated based on technical approach, past performance, local community benefit, and price, with emphasis on ecosystem restoration and resource protection. The proposal due date has been extended to February 6, 2026, at 4:00 p.m. MST, following two previous amendments that extended the deadline from the original January 14, 2026 date; a site visit was conducted on November 18, 2025, with meeting notes and questions and answers posted for reference.
This solicitation utilizes no set-aside designation and is open to full and open competition under the Stewardship Authority granted by Section 604 of the Agricultural Act of 2014. The contract is classified under NAICS 115310 (Support Services for Forestry) with a size standard of $34 million, and no incumbent contractor is identified in the solicitation materials. The firm-fixed price contract encompasses approximately 8,829 acres of forest requiring treatment by November 30, 2029, with specific work broken down across Double Springs (699 acres), Dutton Hill (4,262 acres), and LO Pocket (3,868 acres), generating estimated volumes of timber ranging from approximately 19,856 tons to 139,585 tons per treatment area based on detailed cruise data provided. Performance will take place in Flagstaff, Arizona, with road maintenance requirements spanning approximately 41.75 miles across the Dutton Hill treatment area and additional road segments in the other project areas, requiring contractors to maintain forest system roads at specified maintenance levels throughout the contract period.
