About this opportunity

The U.S. Coast Guard Surface Forces Logistics Center seeks propulsion shaft bearing assemblies and associated components for 154-foot Waterways Patrol Craft vessels under a sole-source, five-year requirements-type contract with Economic Price Adjustment, with quotations due June 12, 2026, and questions due June 8, 2026. Duramax Marine, LLC is the OEM and only manufacturer supplying these parts; the Government lacks adequate technical data and manufacturing specifications to conduct full and open competition, and the OEM declined to sell proprietary data rights.

Place of performance is Hiram, Ohio, with final acceptance at the USCG receiving facility in Curtis Bay, Maryland. The procurement covers five line items across five one-year ordering periods spanning Fiscal Years 2026 through 2031: two bearing assemblies (forward and aft stave, MIL-DTL-17901C Class III) and three parts kits for bearing replacement. Estimated annual quantities range from 10 to 44 units per item. All unit prices are firm fixed-price inclusive of labor to make units service-ready, F.O.B. destination, and packaging and marking costs, with delivery within 120 calendar days after contract award.

The NAICS code is 331529, Rubber Product Manufacturing for Mechanical Use, with a small business size standard of 500 employees; no set-aside applies. Quotations must be submitted electronically to Ayanna Broom at ayanna.l.broom@uscg.mil. Award will be made to the responsible quoter offering the lowest priced quotation for genuine OEM parts. Large businesses must submit a subcontracting plan. The contractor must maintain an inspection system compliant with ANSI/ASQ Q9001, with test equipment calibration compliant with ANSI/ISO/IEC 17025 traceable to NIST. One hundred percent dimensional inspection and kit completeness verification will occur at the vendor's facility. Items shall be preserved per MIL-STD-2073 for long-term storage and packaged per MIL-STD-2073-1E Method 10 in wood-cleated or heavy-duty wooden boxes, with marking compliant with MIL-STD-129R.
