About this opportunity

The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office is soliciting quotes for the Duncan House Roof Replacement project at Cuyahoga Valley National Park. The scope of work consists of removing and replacing current roofing systems, gutters, and downspouts on the historic Duncan House, including installation of metal slate shingles on the main roof, 3-tab asphalt shingles on the porch roof, and an EPDM roofing system on the dormer, along with associated underlayment, metal flashing, drip edge, and gutter components. Key contract requirements include completion of all work within 90 calendar days of the Notice to Proceed, maintenance of 100 percent watertight conditions daily, adherence to OSHA and National Park Service safety regulations, and submission of detailed submittals including a construction schedule, accident prevention plan, quality control plan, and product warranties. Evaluation of offers will be based on three criteria: technical capability, prior experience, and price. The solicitation deadline for quote submission is March 31, 2026 at 12:00 PM local time, a site visit was scheduled for March 11, 2026 at 10:00 AM ET, and contractor questions were due within three calendar days following the site visit.

This acquisition is set aside 100 percent for Total Small Businesses under NAICS code 238160 (Roofing Contractors) with a $19 million size standard, and no incumbent contractor is identified. The estimated project value ranges between $25,000 and $100,000, with the contract structured as firm-fixed price under construction wage rate requirements for Summit County, Ohio. The work encompasses approximately 1,118 square feet of roofing across three distinct systems, with up to 20 percent roof decking replacement permitted as necessary. All materials must meet specific standards including 30-year warranties for metal slate shingles and EPDM roofing, ENERGY STAR certification for asphalt shingles, and specified aluminum gutter and downspout dimensions. The project will be performed at the Duncan House in Brecksville, Ohio, a historic structure listed on the National Register of Historic Places, requiring preservation of historical artifacts and compliance with cultural resource protection requirements during construction.
