About this file

This is a Questions and Answers document (Amendment #1) for Solicitation #140P6426Q0012, the Duncan House Roof Replacement Project at CUVA. The document addresses four key inquiries from potential contractors regarding roofing material specifications and component requirements.

The Government clarified that alternate roofing systems are not acceptable—all roofing materials must remain as specified in the Statement of Work. Specifically, the porch roof requires new 3-tab shingles installed in-kind, and the dormer must use EPDM roofing. For gutters and downspouts, contractors must install 6-inch half-round, mill finish aluminum gutters with 0.81mm (0.032 inch) thickness and 4-inch diameter smooth round, mill finish aluminum downspouts with 0.61mm (0.024 inch) thickness. The ridge cap must match the new metal stamped slate roof material rather than utilizing copper components observed during the site visit. These specifications establish firm requirements for material selection, precluding any substitute materials or alternate approaches to the base scope of work.

Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response

1. Would the Government consider an alternate approach utilizing a metal roofing system across all roof sections, provided it meets performance, drainage, and aesthetic requirements? If so, should this be submitted as an alternate alongside the base bid?

No

2. If the roofing systems must remain as specified, please confirm whether 3-tab shingles are required, or if architectural/dimensional shingles would be considered acceptable for the porch roof.

The SOW states new 3-Tab shingles on the porch roof. (Replace In-Kind)

3. If the roofing systems must remain as specified, please confirm whether EPDM is required for the dormer, or if alternate roofing systems would be acceptable.

EPDM is required for the dormer.

4. During the site visit, we observed half-round gutters and copper ridge cap components. Please confirm if these materials are required as part of the scope, or if standard aluminum components are acceptable.

For gutters and downspouts, the SOW specifies the gutters to be 6-inch half round, mill finish aluminum 0.81mm (0.032 inch) thick and the downspouts to be 4-inch diameter smooth round, mill finish aluminum 0.61mm (0.024 inch) thick. The ridge cap should match new metal stamped slate roof material.
