About this opportunity
The Department of the Air Force Materiel Command seeks to procure Dual Axis Digital Autocollimators on an Indefinite Delivery Indefinite Quantity basis as commercial items, with proposals and physical evaluation units due September 4, 2026 at 2:00 PM EDT. The procurement is Full and Open Competition under Simplified Acquisition Procedures with no set-aside.
Place of performance is Heath, Ohio, with deliveries anticipated to eighteen Air Force Precision Measurement Equipment Laboratory locations across the United States on an FOB Destination basis. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); business size standard is 1000 employees.
The device must meet strict performance specifications: at least 500 arc-seconds range in both axes, accuracy of 0.5 arc-seconds or better in both axes valid up to 8 feet, repeatability of 0.1 arc-seconds, and a 2.0-inch aperture. It shall include an LCD display with PC user interface controls (laptop preferred if separately provided), a Right Angle Target mirror in mount with dual-sided mirrors meeting flatness and angular specifications, and operate off reflective surfaces as small as 0.25 inches in diameter. Additional requirements include a 3-year manufacturer warranty, warm-up within 30 minutes, continuous 48-hour operation without intermittent errors, Windows 11 LTSC controller support, dimensions not exceeding 24 x 10 x 10 inches and weight not exceeding 30 pounds, and operation in 67–79°F temperatures with 20–45% relative humidity. Units must be new, commercially available off-the-shelf items; reconditioned, remanufactured, or used items are unacceptable.
The anticipated Best Estimated Quantity is 39 units over the five-year base period (through September 30, 2030) plus one optional one-year extension through September 30, 2032. The minimum quantity obligated is one unit; the government is not obligated to order all units in the estimated quantity. Production unit deliveries begin 90 days after contract award. Evaluation weighs Technical factors (mandatory acceptable rating on Purchase Description requirements plus optional Enhanced Capabilities subfactor rated as Outstanding, Good, or Neutral) as significantly more important than Price; the Contracting Officer reserves the right to award without discussions. Proposals comprise a Technical Volume limited to 40 pages (excluding technical manuals) and a Proposal Documentation Volume with no page limit. Offerors must address all Purchase Description line-item requirements and identify any exceptions in specified format with supporting rationale. Amendment 0001 (July 10) extended the initial August 5 deadline by 30 days to September 4 and shifted the projected award from Fiscal Year 2026 to Fiscal Year 2027; Amendment 0002 (July 27) provided clarification on LCD display/PC user interface configuration and Right Angle Target mirror specifications.

Solicitation Amendment 0001 - 10 July 2026
Question:
05 August 2026 is less than a month away. It seems like a hard deadline in the documents, but it's much sooner than we expected for this. Is there any chance to push it later by a month?
Answer:
The solicitation has been extended 30 days. Offers must be received no later than 04 September 2026 at 2:00 PM EDT. Please ensure to review and submit the required AMENDED documents when preparing your response.
Solicitation Amendment 0002 – 27 July 2026
Question:
3.1. User Interface:The DADA shall have an LCD Display with PC user interface controls.
Which is preferred: 1) Laptop; or, 2) 19” Rack Mount PC?
Answer:
3.1 – PC is only required if it is the LCD display. If so, ideally it is a laptop. But, for this paragraph, we need the display to have an output to communicate with a PC (if it isn’t the display already).
Question:
3.2.4 The DADA Shall come with a Right-Angle Target mirror in mount.
Can the user please describe how the mirror should be set up? Is there a sketch that shows what is meant, or can it be described again? It's not clear to us exactly what is required.
Answer:
3.2.4 – Mirror shall be such that it can have reference feet that are perpendicular to the mirror surface, thus it can be used to measure flatness of a surface with the autocollimator.
