About this file
This is a Purchase Description for a Dual Axis Digital Autocollimator (DADA), an optical measurement device required by the Air Force Precision Measurement Equipment Laboratories (PMELs) for calibrating fixtures, abnormal polygons, Heads Up Displays, and Guidance Systems. The document, dated June 16, 2026 (Revision 2), specifies comprehensive performance, functional, and mechanical requirements for the equipment.
The DADA must meet strict performance specifications including a range of at least ±500 arc-seconds in both axes, accuracy of ±0.5 arc-seconds or better in both axes (valid up to 8 feet), repeatability of ±0.1 arc-seconds, and a 2.0-inch aperture (±0.5 inches). The device must display measurements in multiple units (milliradians, decimal degrees, arc-seconds, micrometers/meter, and degrees-minutes-arc-seconds) and operate with defined sign conventions for X and Y axes. It must function off highly reflective surfaces as small as 0.25 inches in diameter. The DADA shall include an LCD display with PC user interface controls, supporting mounting fixture with leveling adjustments in both axes, alignment aid, and a Right Angle Target mirror in mount with dual-sided mirrors meeting strict flatness and angular specifications. The device must warm up within 30 minutes, operate continuously for 48 hours without intermittent errors, support Windows 11 LTSC controllers with multiple user accounts, communicate via RS 232 or USB, and fit within 24 x 10 x 10 inches weighing no more than 30 pounds. Additional requirements include a 3-year manufacturer warranty, rugged waterproof shipping case with cushioning, operation in temperatures of 67–79°F with 20–45% relative humidity, user-performed adjustment/alignment capability, and a comprehensive COTS operator's manual. Testing will be conducted at destination using equipment traceable to NIST standards to verify all performance parameters are met.

2.6. Sign Convention: The autocollimator will have the following sign convention:
2.6.1. When the X-axis is horizontal: From the viewpoint of the autocollimator looking toward the mirror, a rotation of the mirror such that the right side moves toward the autocollimator and the left side moves away from the autocollimator will cause the measured angle indication to increase.
2.6.2. When the Y-axis is vertical: From the viewpoint of the autocollimator looking toward the mirror, a rotation of the mirror such that the top moves toward the autocollimator and the bottom moves away from the autocollimator will cause the measured angle indication to increase.
2.7. Minimum Reflective Surface: The DADA shall be capable of taking readings off of a highly reflective surface as small as 0.25 inches in diameter.
3. FUNCTIONAL REQUIREMENTS:
3.1. User Interface: The DADA shall have an LCD Display with PC user interface controls.
3.2. Ancillary Equipment:
3.2.1. The DADA shall be equipped with a supporting mounting fixture with leveling adjustments in both X and Y axis.
3.2.2. The DADA shall be equipped with all necessary cabling, and functional equipment needed for normal operation to meet all requirements of this Purchase Description.
3.2.3. The DADA shall come with an alignment aid.
3.2.4. The DADA Shall come with a Right Angle Target mirror in mount.
3.2.4.1. Mirror Flatness shall not exceed 3μin over center 85% of mirror face.
Rev 2
3.2.4.2. Mirror shall have back to back (dual sided) mirrors.
3.2.4.3. Mirror faces shall be parallel within 1 arc-sec.
3.2.4.4. Mirror faces shall be perpendicular to mirror mount base within 5 arc-sec
3.2.4.5. Mirror mount base shall have pads on the side that are square to the mirror within
10 arc-sec.
3.2.4.6. Mirror diameter shall be between 2 and 5 inches.
3.2.4.7. Center of mirrors shall be in line with the DADA when installed in its supporting mounting fixture within ±0.5 inches.
3.3. Warm-Up Time: The DADA shall meet all specifications contained in this purchase description after a warm-up time not to exceed 30 minutes.
3.4. Operation Time: The DADA shall meet the specifications of this purchase description and will not display any intermittent characteristics of overheating or “Erroring out” for an extended period of not less than 48 hours of continuous operation in the AFPSL operational environment.
3.5. Distance Input: The DADA shall not require user inputs of distance to target or environment conditions to produce measurements.
3.6. Roll: The DADA shall be able to roll about the body’s central axis, which is defined as the axis perpendicular to the X-Y measurement plane; and remain at any roll position from 0 to 90 degrees. 90 degree roll shall allow for the X and Y axes to swap positions. The DADA shall have the capability to be secure at any position throughout the roll.
