About this opportunity

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), under the Department of the Navy Naval Sea Systems Command, is soliciting a five-year indefinite delivery/indefinite quantity (ID/IQ) production contract for DT-511C and DT-592D Hydrophones and spare parts (Solicitation Number N66604-25-R-0361). The contractor will be responsible for designing, manufacturing, testing, packaging, and delivering both first-article and production hydrophones that meet the Critical Item Performance Specification (CIPS) requirements, as well as manufacturing hydrophone spare parts including resilient mounts, receptacles, boots, pre-amplifier circuit cards, and sub-assemblies. Key requirements include obtaining a Confidential facility security clearance, adhering to strict export control regulations (Distribution Statement D), and meeting a minimum production rate of six hydrophones per month. The government will evaluate proposals on a best-value basis, with technical capability and past performance rated as significantly more important than price, and offerors must demonstrate their design approach, manufacturing processes, risk mitigation strategies, and ability to consistently meet stringent military specifications. The proposal due date was extended to January 9, 2026, with the anticipated contract start date of February 20, 2026, and interested parties may contact Kerin Prairie or Keri Gunn with questions regarding the solicitation.

This solicitation includes no set-aside designations and does not identify any incumbent contractors. The government's minimum guarantee is valued at no more than $250,000 and includes either two DT-511C first-article units, two DT-592D first-article units, or four hydrophone production units, with a maximum government obligation to order of $999,999. The contract will span five years from February 2026 through February 2031, with pricing structured across multiple Contract Line Items covering first-article hydrophones, production hydrophones, and spare parts at varying quantity ranges. All work is to be performed in the United States, with primary performance occurring at NUWC Division Newport in Rhode Island. The procurement targets manufacturers capable of producing underwater acoustic sensors for naval applications and requires submission of detailed technical proposals, past performance evidence, and comprehensive cost breakdowns organized by labor, materials, and indirect costs.
