About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center is conducting market research for drydocking services for six Pacific Area–based Maritime Security Cutters, Large (WMSL) vessels, with responses due by October 8, 2026. This is an IDIQ procurement covering a performance period from March 15, 2028 through September 30, 2033, with no set-aside applied. The contract anticipates six planned drydocks and one emergent drydock across the five-year term.
The vessels are homeported in Alameda, California (42 Eagle Rd) and Honolulu, Hawaii (400 Sand Island Access Pkwy). The Coast Guard has clarified that drydocking availability will not be geographically restricted to each vessel's homeport. The 418-foot WMSL vessels have a minimum draft of 24 feet 9 inches, a specification relevant to facility capacity planning.
The pricing schedule template references 128 line items covering comprehensive drydocking, maintenance, repair, and inspection services. Labor rate areas include Baltimore, Honolulu, Los Angeles, San Diego, and other coastal shipyard locations, with rates ranging from 45 to 67 dollars per hour depending on geography. Labor trades specified include engineering technician, machinist/pipe fitter, electrician, shipfitter, welder, firewatch, insulator/lagger, painter, general labor, and superintendent/QA/NDT personnel.
Interested contractors must submit qualifications, past performance data, facility capabilities, and capacity information demonstrating ability to execute the anticipated work items. No contract value or budget ceiling is disclosed at this market research stage.
